| 摘 要： | 分析了开放存取的技术背景以及国内外开放存取的发展现状,指出学术期刊开展开放存取的误区及根源,最后构建了独立自主的开放存取平台门户运营模式,应通过角色转变,权益结合,制定开放存取的技术标准,确定开放存取的行为规范等校正误区,吸引更多的出版机构和用户参与。

| Abstract: | The article analyses the technical background and present situation of development at home and abroad on open access,points out the misunderstanding and origin of academic journal open access,finally builds an independent platform portal operation mode of open access. Through transition of characters and combination of rights and interests,we should enacts the technical standards for open access,determines the behavior standards of open access,to attract more participation from publications and user. |
