| 摘 要： | 新颖性判定是科技查新工作的关键,而科研立项查新中新颖性的判定更具有一定的特殊性和难度。面对科研立项查新中经过初步检索判定为不具备新颖性的项目,查新员不应将其"一棍子打死",直接下结论:"该委托项目不具备新颖性",而应该在不违反科技查新规范的前提下,变被动服务为主动服务,凭借自身丰富的查新经验和相关专业知识积累,为委托人提供指导性的意见和建议,协助其重新审视委托项目,确定新的技术要点,开辟新颖性突破口。

| Abstract: | Novelty judgment is the key of sci - tech novelty search, and the novelty judgment of research project nov- elty search has certain particularity and difficulty.
