| 摘 要： | 指出网络信息资源共享（IRS）的实质是网络IR的有效配置，网络IRS效率实质是网络IR优化配置的效率问题；认为网络IR的稀缺性、信息市场失灵、网络IR的分布更易失衡、网络信息空间的无序性这4个影响因素阻碍着效率的提升；在此基础上，详细阐述产权提升网络IRS效率的内在机理，并分析网络IRS产权机制的构建。

| Abstract: | This paper explains the essence of the economic efficiency of information resource sharing under network environment, analyzes what leads to low efficiency of information resource sharing under network environment, on this basis, probes into the mechanism of increasing efficiency of information resource sharing under network environment by proper rights. |
