| 摘 要： | 在区别企业战略与企业政策概念的基础上,从政府的企业信息化政策与企业内部的信息政策两个方面入手,比较世界各国及我国政府企业信息化的政策重点;从7个方面分析我国企业内部信息政策的制定所面临的问题与障碍,并通过对企业信息政策的内容是什么、谁来帮助企业制定信息政策、企业应实现怎样的信息化、能否实现个性化的企业信息化、能否保证良好的后期运营与维护等几个问题的回答对中国企业内部信息化政策的制定提出相应的对策建议。

| Abstract: | Based on the distinction between enterprise strategies and enterprise policies, the government information policy environment and enterprises' internal information policies are discussed and the foreign and Chinese government policies on enterprise informatization are compared. Seven impediments to the making of enterprise internal information policies are put forward, and four corresponding suggestions are given out. |
