高校图书馆图书采购经费分配模型的改进及经费控制机制

摘    要:针对现有高校图书馆图书采购经费分配模型在经费分配点设置、影响因子选取及归属等方面的不足,提出将分配点由院系转换成学科类别,将影响因子分成院系属性和文献属性两部分并在不同步骤分别进行计算。另外针对文献受众跨越多个专业的学科类别,提出参考系数概念并给出某一学科类别参考系数的具体计算过程,建立一个更加科学的改良模型。最后针对新模型提出相应的经费控制方法,使新模型更具实际操作性和现实意义。

Abstract:As existing allocation model of book acquisition funds of academic libraries has defects in many aspects such as allocation regions setting and selection and attribution of influencing factors, two corresponding modification are proposed. One is to replace departments or majors of college or university with subjects as allocation regions, the other is to divide the influencing factors into departments’ attributes and books’ attributes, and calculate them in proper steps respectively. In addition, for readers of some subjects come from many different departments and majors, a concept of reference coefficient is proposed, and calculation method and process of the coefficient is provided. Therefore, an improved allocation model of book acquisition funds with more rationality is founded. At last, two funds controlling schemes according to the new model are suggested, which endows the new model with more practical operability and operational significance.
