| 摘 要： | 以公共经济学理论和制度理论为基础，运用公共政策和制度分析框架，从供给、生产、消费等维度对公共图书馆服务供给的制度安排进行分析，指出创新公共图书馆制度必须坚持公共图书馆事业的公益性质，构建政府对公共图书馆有效的监督、激励机制，探索公共文化服务供给的多种方式，构建读者充分参与的决策机制。

| Abstract: | Based on the theories of public economics and institutional analysis, this paper analyzes the institutional arrangement of public library service from supplies, production and consumption, etc. , under the framework of public policy and institution analysis. To innovate the public library system, the author proposes that the government must hold fast to the nature of public libraries, i.e. an integral part of public welfare, construct effectual supervisory and encouraging mechanism, explore every means to provide cultural service for the public, and construct policy-making mechanism in which the reader can play a key role. |
