| 摘 要： | 公共部门信息增值利用的内涵界定，对公共部门信息增值利用的公共物品属性的判断至关重要。针对国内对公共部门信息增值利用的公共部门信息、增值利用、公共任务等重要概念进行国内外的比较和分析，对公共部门信息增值利用的公共部门信息额度范围、增值利用的判断标准、增值利用与公共部门信息一般利用、信息公共获取、公益性开发利用的联系和区别提出自己的看法。
