| 摘 要： | 图书馆在实现人类知识与思想自由、尊重和保障人权方面扮演着重要角色，图书馆的自由发展与自律管理对其价值功能的发挥具有重要意义。它在收集资料、提供资料以及馆藏资源和服务不受审查干涉方面享有较大的自由。同时，应在文献的收集整理、提供资料与设施服务以及行使管理权力方面有所自律。在自由与自律的冲突中，进行合理的利益衡量和价值取舍，以达成自由与自律的和谐统一。

| Abstract: | The library plays an important part in the realization mankind's knowledge and freedom of thought, respect and guarantee human rights aspects. Free development and self-discipline management of library have importance meaning as to its value function of exertive. It possess a larger freedom in the aspects of collecting data, providing the data, library collection and service to be free from a reviewing an interference .In the meantime, it should have self-discipline at the documents collections and sorting, providing material and facilities service and administrative jurisdiction. In the conflict of the freedom and self-discipline, we can carry on reasonable benefits measure and value taking or rejecting in order to reach harmonious unify of freedom and self-discipline. |
