| 摘 要： | 把开放获取运动的发展阶段分为试验期（2004年前）和推广扩展期（2004年后），详细描述各个阶段国际社会在科技文献开放获取、开放数据和开放教育方面的主要努力，介绍美、英、德、法、加、澳、印等国科研资助机构和教育科研机构在开放获取上的重要举措。

| Abstract: | The world efforts on open access, open data, and open education before the year 2004 and after 2004 are described in detail. The measures of funding agencies and research and educational institutes in US, UK, Germany, France, Canada, Australia, and India in promoting open access are introduced. |
