| 摘 要： | 目前针对科技查新质量评价的研究中，评价指标体系构建考虑因素尚不周全，科技查新质量评价模型中，在权重确定上都带有主观性，一定程度上会影响到评价结果的准确性。提出杂合DEA和SOM的科技查新质量评价模型，既全面分析制约科技查新质量的各种因素，DEA模型和SOM方法的使用又能有效避免评价中权重确定的主观因素，因此模型的客观性和精确性有质的飞跃。

| Abstract: | The present study on quality evaluation for the sci-tech novelty retrieval has two demerits.One is that the evaluation index system is not yet well built, the other one is many of current quality evaluation models are fairly subjective in determining the weights,which is important to result of quality evaluation. Then a sci-tech novelty retrieval quality evaluation model based on DEA and SOM is put forward, which weakens demerits mentioned above on previous study. Therefore, the objectivity and accuracy of the new model has a qualitative leap. |
