| 摘 要： | 分析目前我国高校信息公开指南的问题,包括不同地区和不同办学层次在发布率上差异较大、编排模式差异性较大、内容结构模块不完善等,在此基础上,结合国外Model Publication Scheme等公开指南模板的内容,并根据我国《高等学校信息公开办法》的相关规定,构建高校信息公开指南模板。高校信息公开指南模板包含公开指导思想、原则和类型,公开领导小组和工作机构,公开信息分类和编排体系,主动公开的高校信息,申请公开的高校信息,监督、救济和保障,常见问题解答及相关附件下载8个内容模块。

| Abstract: | Based on the analysis of the problems currently exist in university information disclosure guide in China, such as different guide published rates in different regions and different educational levels, different layout mode and imperfect content structure modules, and combined with the content of the Model Publication Scheme abroad and some relevant provisions of Measures of University Information Disclosure in China, this paper develops a template of university information disclosure guide. The guide template contains eight content modules of disclosure's guiding ideology and principles and types, disclosure's leading group and working bodies, disclosure's information classification and layout system, active opened university information, applying opened university information, disclosure's supervision and relief and protection, frequently asked questions and accessories downloads. |
