| 摘 要： | 探讨政府信息资源增值开发中的哲学价值论和经济学价值论问题。哲学价值论要求政府信息资源增值开发要关注信息资源的价值主体和开发主体的转换，并通过深加工、社会化等方式提高信息资源的“有用性”；经济学价值论要求政府信息资源增值开发重视信息资源作为“生产要素”的价值，并通过理顺信息生产关系降低信息生产成本。
