| 摘 要： | 目的/意义] 归纳国外图书馆联盟的战略管理模式，在一定程度上可为我国图书馆联盟战略管理提供借鉴。方法/过程] 从战略制定、战略内容、战略实施3个方面分析国外70个图书馆联盟，概述国外图书馆联盟战略管理模式。结果/结论] 战略制定包括组织构建、背景分析、原则制定、文本调整、协同管理；战略内容包括宗旨、目标、价值观、主题、任务；战略实施包括成立小组、制定方案、撰写报告、评估及反馈。归纳国外图书馆联盟战略管理的特点是重视组织管理、规划内容完善、重视经费效用、参与程度高。

| Abstract: | Purpose/significance] This paper aims at analyzing the strategy management patterns of foreign library alliance, to provide the reference for strategic management of Chinese library alliance.Method/process] It analyzes the strategic management files of 70 library alliances abroad, and summarizes their strategic management mode from the aspects of formation, content and implementation.Result/conclusion] The formation mode mainly includes organization construction, background analysis, principle making, file adjustment and coordinated management. The content mode includes objective, goal, value, subject and mission. The implementation model is divided into established team, make plan, writing reports, evaluation and feedback. These alliances all focus on the organization and management, have the complete plans, emphasize the cost-efficient, and actively participate. |
