| 摘 要： | 在对构成信息资源系统的三要素(信息资源的开发、组织与服务)的内容以及其间关联进行全面考察、分析的基础上, 依据“目标-原则-战略”的通用战略模型,构建出信息资源战略的一般模型;进而,基于信息资源战略层次结构分析,建立起信息资源战略的层次战略模型。

| Abstract: | The construction of information includes information organization, information exploitation and information services, so it is thought in this paper that the information resource system is made from the three elements. This paper first analyzes the content elements and their relationship among these; elements, then it puts forward a general construction model of information resource strategies according to the universal model of "targets-principles-strategies". Moreover, a hierarchy strategic model on the basis of information resource strategies is also put forward in this paper. |
