| 摘 要： | 信息资源开发存在三种机制：政府机制、市场机制和公益机制。三种开发机制有其各自的运作机理，在选择信息资源开发机制时，需要考虑很多因素，信息资源的物品属性、公平与效率的平衡、政府的职能理念、政府的政策倾向、公众的信息需求、技术的进步以及资金保障都会对信息资源开发机制的选择产生很大的影响。

| Abstract: | There are three mechanisms, government, market, non-profit, in information development, each of which has its function rules. Many influential factors must be considered in choosing development mechanism of information, such as goods attributes, balance of equity and efficiency, opinion on government function, government policy, public information need, advance in information technology and fund, each of them would have important influence. |
