| 摘 要： | 介绍我国公共图书馆的产权制度，提出服务体系所有者行使设置主体的角色、以产权转移实现所有者同一、建设主体的多元化不影响服务体系所有权的归属和服务体系采用理事会治理模式，分析6种服务体系类型：纯粹型总分馆制、紧密型总分馆制、半紧密型总分馆制、松散型总分馆制、紧密型联盟模式和松散型联盟模式的理事会治理模式和治理结构。

| Abstract: | This paper introduces the property rights system of public library in China, proposes that the owners of service system exercise the role of setting main body, owners achieve same one with the transfer of property rights, multiple main bodies of construction do not affect the ownership, service system adopts council governance pattern. Analyzes council governance patterns and governance structures of six types of public library service systems: pure central branch library, close central branch library, semi close central branch library, loose central branch library, close alliance, loose alliance. |
