| 摘 要： | 实现对公共政策的影响是思想库的工作目标，也是思想库研究的最重要议题。通过综合分析国内外开发、使用的多种思想库影响力测度方法，根据这些方法的特点从局部性和整体性两方面进行总结，并分析每种方法的优缺点。局部性方法具体包括决策者直接应用、媒体引用、国会证词、网络传播、影响力决定因素；整体性方法包括属性影响和综合指标。

| Abstract: | To influence public policy is the main aim of think tanks, also is the key topic of research of think tanks. This paper summarizes measurement methods used by researchers into two aspects: sectional approaches and wholly approches, and analyzes their advantages and disadvantages. These methods are based on decision-maker using, media citation, testimony, Web communication, determinant of influence, attributed influence and comprehensive indexes. |
