| 摘 要： | 从UDDI系统的结构框架出发，通过对科技信息资源和服务集成揭示系统中需要集成的资源和服务的类型和特点的分析、UDDI系统资源和服务的描述规范特点的分析和目前国内外对资源和服务的描述和分类的主流方法的分析，提出科技信息资源和服务集成揭示系统中的资源和服务分类体系。

| Abstract: | Analyzed with the theories from Institutional Economics, the author finds that there exist various problems in public library management currently, including high cost, unsound responsibility structure, ambiguous ownership, as well as unbalanced institution supplying. Due to insufficient guides from theories, lack of innovation forces, value restriction and institutional coupling, the structural reform of Chinese public libraries hasn't gained real ground. In order to promote better innovation, the government needs to adopt effective measures, e.g., enhancing responsibility conciousness, lowering innovation cost, gathering forces, perfecting acting system and carrying out related reforms. |
