| Abstract: | Based on analyzing the significances and reasons of online information exchanges of science and technology papers, this paper systematically analyzes the barriers in implementing processes of information resources online exchanges from the views of traditional cultural ideas, traditional scientific evaluation and stimulating mechanism, legal right and technique aspect, and with particular emphasis on the attitudes and actions of different subjects, various researchers and scientific institutions, magazine publishers, so as to provide the work direction for the healthy and sustainable development of the science and technology papers online exchanges. |
