| 摘 要： | 通过对政府信息收费依据的分析，指出收费的必要性，并从信息公开收费与增值信息收费等角度对各国政府信息收费制度进行梳理；同时，对边际成本收费、成本性收费在促进政府信息共享、降低行政成本以及推进信息市场竞争水平等方面的实际效果进行比较，指出不同收费策略可能存在的问题。

| Abstract: | Based on theoretical analysis of government information charging,this paper points out the necessity of charging,and cards charging strategies of different countries from the points of information open and value added information access.It also has a comparative study of charging effectiveness between marginal cost and recovery cost on information sharing,administrative cost reducing and information market competitive level,and summarizes possible problems under different charging strategies. |
