| 摘 要： | 介绍国际图联和西方图书馆界为捍卫图书馆的公益性与WTO展开的顽强抗争。分析认为，《服务贸易总协定》(GATS)对于公立图书馆影响的程度需要经历较长时期的贸易实践才会最终明朗，充分认识这些影响有利于我国在今后的服务贸易谈判中作出正确决策，并在开展图书馆服务中规避贸易纠纷。

| Abstract: | This paper introduces the stalwart struggle of IFLA and westward country’s libraries against with WTO for safeguarding their public service property. It is considered by analysis that the extent of GATS impact on public libraries could finally become clear through a longer trade practice. Recognizing these impacts fully is propitious for China to make correct decision in service trade negotiation and elude trade dispute in library service for the future. |
