| 摘 要： | 从图书馆权利的概念、要素、分类方面进行分析，提出图书馆权利的五个要素。指出图书馆权利是图书馆人以相对自由的作为或不作为的方式，获得知识自由和信息自由而拥有的权利的观点,它是个人权利和集体权利的统一，本质是一种自由理念和机制，图书馆权利要以读者为核心，同时应兼顾到它的实现。

| Abstract: | Starting with the concept, elements and the classification, the paper analyzes five main elements of library rights. It is said in this paper that the library right allows people to acquire knowledge and information freely. And it is also a unification of individual rights and collectivity rights, its essence is freedom and equality. Then the paper mentions that the core of the library right is the library user, so the realization of library rights is totally connected with its users. |
