| 摘 要： | 从公共管理的角度，对政府在图书馆公共文化服务体系中的核心主体角色、政策制定和决定者角色、投资主体角色、社会力量发动、协调者角色、法律法规制定、制度保障者角色、体制改革创新和推进者角色进行分析探讨，并指出政府的角色担当是其在构建图书馆公共文化服务体系中主导作用的具体体现，政府的主导作用是以总分馆制为主要形式的图书馆公共文化服务体系构建和可持续发展的决定因素。

| Abstract: | From the prospective of public management, the paper discusses the roles that the government plays in the library public cultural service system, including being the core subject, making and deciding policies, investing as the main body, mobilizing and harmonizing social power, enacting laws and rules, ensuring institution, innovating,reforming and pushing forward the system, and it points out that the roles government plays in are the specific reflection of its leading position in construcing library public cultural service system. Government’s leading position is the decisive factor of the construction and sustainable development of library public cultural service system which is characterized with general–seperate libraries as its main form. |
