| 摘 要： | 从时代背景与社会现实需求切入, 明确与时俱进的情报工作应以突发事件应急管理作为重要研究领域.识别突发事件应急管理中的情报问题, 分析以快速响应为目标的情报本征.从情报体系角度, 剖析突发事件应急管理中情报运行的过程、构成与作用机理, 勾勒出快速响应的情报体系框架, 以期为突发事件应急管理的情报工作提供理论依据与实践参考.

| Abstract: | From the historical background and real social needs, this article points out that emergency management is an important field of information work advanced with the times. It recognizes the intelligence issues in emergency management, and analyzes the nature of intelligence oriented on rapid response. From the perspective of the intelligence system, it analyzes the intelligence mechanism process, composition and function in emergency management. Finally, it proposes an intelligence framework with rapid response feature to provide the theoretical foundation and practical reference for intelligence work of emergency management. |
