| 摘 要： | 长期以来，图书馆管理因系统与地区的“条块分割”，不能顺利整合资源、共建共享、协同服务，导致“均等资源”、“均衡服务”目标难以实现；参考咨询尚未凸显；图书馆阅读环境堪忧。为促进图书馆事业发展，必须实行社会管理：①规范政府管理图书馆权力；②完善图书馆行业组织权利；③实行多渠道办馆；④厘清图书馆服务原则;⑤整合地方图书馆资源；⑥吸引公众参与图书馆建设。

| Abstract: | For a long time,the library management has failed in resources integrating,co-construction and sharing and cooperative service,because of the divided systemic and sectional management,which results the goals of "equal resources" and "balanced service" unreachable,reference unsung and reading environment of library grim.In order to promote the development of librarianship,social management is imperative for: ①regulating the power of government to manage libraries;②improving the rights of library line organizations;③opening various channels of library setting;④clarifying the principles of library service;⑤integrating local library resources;⑥attracting public to participate in the library construction. |
