| 摘 要： | 本文以数字图书馆为例，从数字图书馆的基础设施建设和信息资源建设入手，分析了现行的网络信息法规和著作权法对数字图书馆建设的适用性问题，指出了现行著作权制度对数字图书馆建设的不适应性，提出了我国著作权法制建设应以效率为导向的观点，采用合理使用、法定许可和授权要约相结合的方式，增强著作权制度对数字图书馆建设的适用性。

| Abstract: | Take the digital library as an example, and obtaining from the digital library infrastructure construction and the information resource construction, this article has analyzed the serviceable questions about the present network information laws and regulations and the copyright law to the digital library construction, and has pointed out the non-compatibility about the present copyright system to the digital library construction. It also proposes the viewpoint that our country copyright legislative work should take the efficiency as the guidance, so we must select the methods such as the reasonable use, the legal permission and the authorized-offer unified, etc. , to enhancement the serviceability for copyright system to the digital library construction. |
