| 摘 要： | 从自由和权利概念的基本属性入手,通过分析不同类型权利的不同性质,分析了隐藏在图书馆自由与图书馆权利语词背后的立场差异,认为立场上的差异直接影响到图书馆对国家政策的要求和主张,并指出图书馆自由侧重于"免于国家的控制"的消极立场,并不能全面代表图书馆权利的主张。图书馆权利作为受教育权的重要组成部分,具有极强的积极权利性质,其实现不仅需要国家给予一定的自由空间,更需要国家通过积极作为如加大经费投入等来为图书馆权利的实现创造条件。

| Abstract: | By analyzing the basic meaning of freedom and rights,it points out the different standpoint behind library freedom and library rights,and these differences will affect the State s attitude to library.And it points out that library freedom represents the passive standpoint,and it can’t conclude the complete meaning of library rights.And library rights belongs to the right to education,it owns the property of positive right,so the State should make the positive action to make sure the realization of library right. |
