| 摘 要： | 公共信息资源的本质特征在于其公共性,“公共性”决定了公共信息资源管理的范畴应突破政府信息资源管理的局限,广泛发挥社会组织和企业的力量,建立以政府为主导,以市场化、社会化为主体的多元管理体制,以改进整个社会公共信息资源管理的现状。

| Abstract: | Public is the innate character of public information resources management which decides the category of public information resource management should break through the limitation of government information resources management. In order to improve the status quo of public information resources management, a new system of multielemental participation management must be built by taking government as the leading factor, the third sector and enterprise as main part which make full uses of each sector. |
