| 摘 要： | 公共图书馆是一种典型的公共产品。它的高度正外部性特征,决定了市场提供的非效率性。公共图书馆只能由政府提供,政府必须履行公共图书馆投资主体的责任。为解决公共图书馆的拥挤性和地域性问题,政府必须承担普及公共图书馆的责任,并提供投资保障。图4。参考文献9。
