| 摘 要： | 公共信息的公共性本质决定了公共信息服务主体的多样性,而政府公共信息服务的低效与缺位和企业信息服务的营利性动机导致第三部门成为公共信息服务的重要力量,并具有灵活、高效、降低成本、满足社会要求等特点。政府与第三部门的分工与合作是提高公共信息服务效率的关键。参考文献15。

| Abstract: | The nature of the publicness of public information determines the diversity of the subjects of public information services, while the low efficiency and absence of government public information services and the profit-making motive of enterprise information services cause the third sector to play an important role in public information services. The author thinks that the division and cooperation between the government and the third sector are the key factors to improve the efficiency of public information services. 15 refs. |
