| Abstract: | The general meaning of library governance can be defined as the activities of participa-
tion and management of various social organizations and individuals in library affairs according to their
interest relationships, and the special meaning of library governance can be defined as the governance
and control of library by library owners and their representatives. The latter is an important compo-
