| 摘 要： | 世界主要国家和国际组织对因特网上违法、有害信息的防范，技术上的主要措施是过滤软件和分级制度的使用；制度上的措施包括民间的自主对应和政府的法律对应。因特网上信息的传播者和接受者的行为要符合正常的伦理准则；各国也应完善法律体系，打击网络犯罪。参考文献１１
