| 摘 要： | 公共图书馆服务体系建设改变了文献资源建设的模式，形成了多元化的经费投入机制，创新了文献资源产权解决方式，促进了文献资源的流通和利用。公共图书馆服务体系大体有三种类型：以建设和强化基层图书馆为导向的服务体系，基于总分馆体系的服务体系，基于区域性服务网络的服务体系。不同的公共图书馆服务体系有不同的文献资源建设模式，而不同的文献资源建设模式各有利弊。公共图书馆服务体系中的文献资源建设需要政策和法律来保障、规范和调节。参考文献16。
