| 摘 要： | 农家书屋工程是“十一五”期间国家实施的重点文化惠民工程,以解决农民“买书难、借书难、看书难”的问题。基础设施建设完成之后,农家书屋在日常运行管理中出现了设施运行没有保障、图书资源不能满足农民需求、服务形式单一等问题。同时,农家书屋与农村公共图书馆功能重合导致重复建设和资源浪费。为解决这些问题,不少地方在实践中进行了积极探索,包括开展专业化培训,建立图书流动网络,丰富服务形式,实行农家书屋与公共图书馆一体化建设等。综合各地经验,可以将农家书屋纳入农村公共图书馆服务体系,实现建设主体合一、经费统筹使用、设施统一管理、服务统一规范、人员统一培训,通过两者融合发展,提高农村公共文化服务效能。参考文献33。

| Abstract: | Being one of the key national cultural projects that benefit people during the 11th Five-year Plan period, the Farmers' Reading Room Project was implemented to solve problems of farmers:being difficult to buy, borrow and read books. After the completion of infrastructure construction, the project has been facing some problems in its daily operation and management:no guarantee in operation of facilities, no good coordination between book resources and farmers' demands, poor service variation, and so on. Furthermore, the project has almost coincided and contradicted with rural public libraries on functions, thus resulting in repeated construction and wasting of resources. In order to solve these problems, quite a few localities have actively explored measures in practice, including carrying out professional training, establishing flow network of books, enriching service forms, and conducting integrated construction of farmers' reading rooms and public libraries. Through synthesizing experience in different localities, this paper proposes the integration of the farmers' reading rooms into the service system of rural public libraries, thus to realize the unification of construction main body, an overall use of funds, unified management of facilities, regulations of services and training of personnel. Through the harmonious development between Farmers' Reading Room Project and the service system of rural public libraries, the efficiency of rural public cultural services should be increased.33refs. |
