| 摘 要： | 近年来,在普遍均等服务目标驱动下,我国政府和图书馆界在基层图书馆建设、总分馆建设、区域性服务网络建设等方面开展了一系列创新活动,该三方面也因此构成新时期我国公共图书馆服务体系建设的主要内容。虽然各种创新模式为现行体制下的公共图书馆服务体系积累了普遍均等服务经验,但要实现真正意义的普遍均等服务,还需要对公共图书馆服务体系进行更进一步的体制变革,即对公共图书馆的建设主体和管理单元重新做出界定。参考文献3。

| Abstract: | This paper reports on a CLS funded project"Library Network Development"and its major findings.The study shows that,in the past few years,driven by"equitable services for all"principles,Chinese government and the library profession have experimented with many innovative ways to establish libraries at the grass-root level,to strengthen main library and branch library relations and to develop regional library networks.It also shows that although each of these endeavours has learned valuable lessons for future development,a true and sustainable equitable public library service for all requires more radical change to the governing structure of Chinese publie libraries:it requires a redefinition of their development agents and administrative unit.3 refs. |
