| 摘 要： | 国外发达国家在公共图书馆管理体制方面较为成熟的做法是通过制定专门法律,明确政府、社会及法人的关系,各方依法履职,同时注重发挥咨询机构的作用.而我国公共图书馆在管理体制上尚存在着法制化程度低、政府职能错位、行业管理体系独立性差、法人制度欠完善、新型管理模式遇到体制性障碍等问题.构建新型管理体制的基本思路是:承新调整政府与社会、政府与图书馆的关系,本着"政社分开"、"政事分开"的理念,清晰界定政府、行业协会、法人等各自的角色地位,充分保障图书馆自主权,建立起"政府主导、行业自律、公共图书馆法人治理的管理体制".
