| 摘 要： | 体育公用事业属于现代政府公权力提供给付的内容,对其进行公法上的治理,就是要处理好政府公权力与公民私权利之间的张力关系.而政府的角色必须转变,从直接给付者,变成一个规制者.这就需要一个多元化的体育公用事业的治理模式来实现政府机构(规制者)--市场主体(被规制者)--消费者(公民)的三者平衡.

| Abstract: | Public utilities of sports belong to administrative supplies provided by modern government system.The public law governance of public utilities of sports is an approach of settling the tension between the state power and the private rights.The government's role must change from a direct supplier to a superintendent,which requires a diversified governance model of public utilities of sports,which can balance the relationship between government bodies,market entities and consumers. |
