One of the important events relevant for higher education in Europe which took place in 1979 was the 7th General Assembly of CRE ‐the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (13‐17 August 1979, Helsinki).

The present membership of CRE includes 352 universities and institutes of higher education in 23 European countries.

The following article, written by Dr. Andris Barblan, Secretary General of CRE, reflects major problems discussed during the General Assembly (Editor's Note: This article is based on the paper presented by Dr. A. Barblan at the Seminar “University Today” which was held on 28 August 1979 in Dubrovnik).

In recent years higher education in Yugoslavia has been subject to significant changes. It is strongly linked to the concept of self‐management which serves as a base for the functioning of the socio‐economic life of the country. The functioning of this concept in Yugoslav universities is a main issue of the following article, which is an edited version of the paper presented by Dr. Sulejman Resulovic, Secretary General of the. Following the recommendation of the study group which was set up during the 5th General Assembly of the Standing Conference of Rectors and Vice‐chancellors of the European Universities (CRE) (Bologna, 1‐7 September 1974) a Seminar of Rectors from European Universities, on the cultural and scientific aspects of the Helsinki Conference on Security and Co‐operation, was held at the University of Trieste from 27 to 29 May 1976. This Seminar was attended by Rectors and Vice‐chancellors from 49 different universities in 23 European countries. Information on the work and results of the Seminar is given below.  相似文献

The recent changes in the relationship between universities and society and the change of attitudes of governments towards higher education institutions are analysed. The different possible reactions of the institutions to the more demanding attitude of society as a whole are discussed. The authors present a critical view of the concept of entrepreneurial universities based on the work of Burton Clark and on the results of the quality audits of the Association of European Universities (CRE), and offer some comments about their applicability and usefulness to European higher education systems.  相似文献

The ecological problems facing the world today are of such a nature and magnitude that no country can hope to solve them alone. Pollution knows no political boundaries, and the dimensions of the problems involved call for concerted international co‐operation. At a meeting of CRE (the Standing Conference of Rectors, Presidents, and Vice‐Chancellors of the European Universities) held in Warsaw in June 1988, a meeting to which non‐member rectors from the universities of Eastern Europe were invited, the idea of launching a project to bring together the universities and industry in all the European countries for a concerted attack on environmental problems was proposed and accepted. Named after Copernicus, the Renaissance Polish scientist, whose education and contributions to science represented, for his day, a stellar example of international East‐West educational and scientific co‐operation, the resulting programme will act in three areas: research, education, and information, and will stress the continental scope of environmental problems and the interdisciplinarity of possible solutions. COPERNICUS is important from a scientific, a practical, and a political point of view. The first problems to be tackled will probably be the excessive pollution of the Baltic Sea and the complex environmental and ecological problems of heavily industrialized regions in Europe, both those which like Silesia are still productive, and those which are currently in serious decline, but searching for new opportunities.

This article describes current developments in regard to quality assurance and the recognition of higher education qualifications in Lithuania. With the aim of internationalizing its higher education system, Lithuania acceded to the UNESCO European Diploma Convention in 1994 and to the Council of Europe Convention on the Equivalence of Diplomas Leading to Admission to Universities in 1996. The Ministry of Education created the Lithuanian Centre for Quality Assessment in Higher Education in January 1995. It has been very active in a number of directions since then. In addition, Lithuania has subjected its science to international evaluation, is a partner in the Baltic Higher Education Coordination Committee, and is participating in two PHARE projects for the development of co‐operation in higher education. The main obstacle to greater co‐operation in regard both to the recognition of academic qualifications and to quality assurance is lack of financial resources.  相似文献

This article examines some of the contextual factors underlying the move from teaching to learning in universities over the next two decades. It considers the major characteristics of and elements in emerging learning processes. It assesses the likely impact of the above on personnel policy and practice in universities and suggests some broader organizational issues for universities as a consequence of the analysis. The article draws on research conducted by the author for two recent international studies, sponsored by the Association of European Universities and UNESCO, and on perspectives derived from various strategic evaluation exercises undertaken under the auspices of CRE.  相似文献

The 13th Bi‐annual Conference of the Standing Conference of Rectors and Vice‐Chancellors of European Universities (CRE), held on 21‐22 October 1976 in Athens, discussed the problem of co‐operation between European universities in view of the Final Act of the Conference on Security and Cooperation in Europe.

The participants put more emphasis on the removal of obstacles to existing forms of links between universities than on seeking new ways of inter‐university co‐operation.

Two papers were presented during the conference:

  • “Necessity and evolution in the European Scientific Community” by Professor Zygmunt Rybicki, Rector of Warsaw University;

  • “Difficulties in European Inter‐University Co‐Operation” by Professor Jean Tuscoz, President of Nice University.

The Bureau of CRE prepared a report “The Declaration of Helsinki and the Universities in Europe”, on which the information below is based, It gives an idea of the present state of development of relations between universities in Eastern and Western Europe.  相似文献

The political changes which have occurred in eastern Europe and the shift of the countries concerned from command to free market economies have created a need for new forms of continuing education for retraining in such areas as management, economics, and political science. Given current technical possibilities, such education and retraining could be offered through modern distance education techniques by means of an international aid consortium analogous in some ways to United Nations peace keeping forces, so that one western institution or nation would not predominate. As human resource development is the first step to other kinds of progress, and distance education in other areas of the world has proven its worth in the field, a well planned project for eastern Europe would attract support from western aid donors, particularly international groupings such as the European Communities. Thus would distance education contribute to the creation of the common European home.  相似文献

The work of universities in developing countries is reviewed in the context of a consideration of the whole system of education in such countries in the post World War II period. The author recommends closer links between the school and university systems with a view to improving teacher education, the creation of school curricula more relevant to current needs and flexibility in relation to admission to post-secondary education. Universities should develop programmes, including sub-degree programmes, designed to meet manpower needs. Efforts should be directed towards developing non-formal education, the training of administrators, political leaders and towards stimulating rural and cultural development. Universities in developing countries should maintain links with universities in advanced countries; the standards they set should be comparable with those of universities in advanced countries whilst at the same time being related to the needs and aspirations of the local communities. Examples are drawn from Africa and the South Pacific.  相似文献

Technology is modifying the way companies do business all over the world. The education sector is no exception; virtual education has emerged as a basic tool to satisfy the changing needs of traditional and newly incorporated students, as well as meet the new requirements of educational institutions. This article therefore tries to achieve a double objective: to analyze what drives the development of online education within the Universities of the European Union and to design a theoretical framework that permits to obtain responses to que question of why students continue their estudies at the same educational institution. Thus, first, the analysis of external factors identifies social, political and technological capacity as issues that explain the rise of e-learning within the field of European higher education. Second, the empirical work shows the design of a cause-effect model with relationships between different variables in which market orientation of Universities and usability play an important role in the future intentions of use for students.  相似文献

This article examines the question of European integration from the vantage point of national education systems. Taking Austria and its education system as examples, it argues that even if Austria should join the European Community, it does not follow that its education system should be merged into a common education system. Just as the European Community is not the same thing as a united Europe, education systems are so closely linked to their individual countries that they should not be turned into supranational organizations, even if other national institutions lend themselves to this kind of integration.  相似文献

近十年来,西欧的政策呈现出放松管制、组织自治和标榜对个体公民更加关切的特点。这种政策态度在欧洲的高等教育界成了主流意识形态。本文想要展示的是,是否一些欧盟政府在管理高等教育方面采取了“后退”的作法,是否将制定高等教育政策作为自己的目标。欧洲政府的高等教育政策是否真的呈现分权化的特点?本文将对三个欧洲国家的高教政策进行讨论,它们分别具有不同的政策传统:法国(非常集权的政策传统)、英国(分权的政策传统)、比利时(集权的政策传统)。本文的研究结论是:到目前为止,法国的教育政策虽然还呈现集权的特点,但并不意味着高校完全没有选择它们发展方向的空间。而英国大学虽然仍独立于政府,但不止一次地被政府直接或非直接地推向某一特定方向。1989年以前,比利时(佛兰德区)保留着明显的集权的特点。而现在,高等教育政策已经不仅仅是政府的事情了,它比以往任何时候更成了私人机构的职责。  相似文献

The author, a historian and the administrator, for twenty-six years, of the NGO set up to develop the European dimension of higher education, the Conférence des Recteurs Européens (CRE) from 1959 to 2001, and now the European University Association (EUA), places inter-university developments in their historical context. He views higher education as but one area in which political and economic changes press for transformation.
