This paper examines different influences on the journal cancellation and selection policies of university libraries in the UK. Changing funding arrangements are outlined, followed by a discussion of varied criteria that are used during journal cancellation exercises, and how publishers can influence this process. The paper then considers changes consequent upon the advent of the electronic journal, and suggests that this, together with budget devolution and greater library liaison with academic staff, is increasing the influence of library staff in journal selection. As a result of these various trends, direct contacts between publishers and library staff are increasing.  相似文献

ABSTRACT

The digitization of library materials has had a tremendous impact on libraries. By using the Internet, readers can access digital library materials from any place in the world. The BMCC Library started several programs to provide more digital materials to its patrons in the forms of electronic books, periodicals, full-text materials, and webpage links to other databases. A test program began in spring 2002 for course reserves, and electronic archiving was about to start in fall 2001. This paper describes a survey conducted to measure the response to the implementation of ERes for digitizing course reserves.  相似文献

ABSTRACT

Academic libraries provide intellectual access (discovery and procurement) to the full text of electronic journal articles through traditional library technologies like discovery layers, link resolver software and knowledge bases. These technologies mainly rely on accurate title-level metadata to successfully deliver journal articles to library users. Open Access articles pose a difficulty for many participants in the e-journal supply chain, including libraries and publishers, as Open Access status is a property of the article, not the title. A review of the literature examines: the impact of Open Access on intellectual access through traditional library technologies, current proposed solutions, and emerging technologies.  相似文献

Economic and technological changes converge on the connection between publishers and libraries. Arguing that the current library budget crisis is clearly different from previous crises, Paula Kaufman describes changes in university environments and in libraries’ strategies for coping with higher prices and strained budgets. Shifts in spending patterns from books to serials, gaining access to materials by means other than purchasing them, overpublishing, technological transformations, and the entry of new players into the scholarly publishing arena will all affect the ways that publishers publish and libraries acquire. Implementation of electronic reserves in academic libraries represents one of the most important advances in libraries for patrons in many years. Some academic libraries offer faculty peace of mind by assuming responsibility for copyright clearance for electronic reserve services. Libraries have the specialized equipment to scan and edit files to make them readable and easily downloaded by students. Libraries also have sufficient electronic storage to hold scanned material for future semesters. This paper examines how electronic reserves are managed in a large academic library system. The short history behind electronic reserves at Pennsylvania State University Libraries and the procedures associated with creating and maintaining the reserve system, will be considered, as well as offering a statistical assessment of how electronic reserves have affected the other services of the University Libraries. Finally, issues surrounding electronic reserves, fair use, copyright and Pennsylvania State University Libraries' procedures will be explored.  相似文献

Electronic reserves are being offered at colleges and Universities across the country creating an opportunity for collaboration between the library units of academic libraries. Library units with course reserves in medium and large academic libraries can capitalize on the benefits working with a centralized scanning unit, thus consolidating the scanning process of electronic reserves processing. Abstract

This papers describes the economic difficulties in Ghana from 1973 to the early 1980's, culminating in a situation where libraries in Ghana, including the UST Library, were unable to acquire library materials. Books in the main library and faculty libraries became so outdated that they were unable to support current academic work. The Library was not able to subscribe to core periodicals and journals.

In 1987, the PNDC government, with the help of the World Bank, instituted a policy to replace scientific equipment and to supply books and journals to higher education institutions. Under the Educational Sector Adjustment Programme (EDSAC), academic libraries in the country received books, journals, and equipment including photocopiers, microfilm/microfiche readers and cameras, and telex machines.

In 1991, the PNDC Deputy Secretary for Education invited the three university libraries to review the procedures for procuring journals for tertiary institutions in view of difficulties which had been encountered in previous years.

Besides materials received under the EDSAC programme, the UST library receives gifts and donations from recognized international agencies. Some of the gifts create problems when materials donated do not cover subject areas of interest to the library. The library also exchanges publications with other institutions as a means of acquiring useful items. The university's calendar and prospectus are the main publications used for the purpose. The Newspaper Registration of Ghana Act, 1963, urges publishers to deposit copies of books published in the country at the UST Library among five others. The majority of publishers flagrantly refuse to do so because the sanctions against defaulters are rarely enforced. The library also receives budgetary allocations, though not enough to purchase books locally.  相似文献

[目的/意义] 针对以Alma为代表的下一代图书馆服务平台,了解和分析其对电子资源的全流程管理功能,引导图书馆更好地使用下一代图书馆服务平台,提高电子资源的管理质量。[方法/过程] 首先探讨图书馆使用图书馆服务平台管理电子资源的必要性,总结电子资源管理的全生命周期,归纳下一代图书馆服务平台的发展历程和特点,并以Alma为例详细分析下一代图书馆服务平台管理电子资源的全流程功能。[结果/结论] 以Alma为代表的下一代图书馆服务平台对于管理电子资源具有较强的优势,但也存在一些实际操作难点。国内图书馆在实际应用时需结合系统流程制定符合本馆需求的电子资源管理工作流程,同时建立由国内图书馆联盟、图书馆、出版商三方参与的共享合作机制,并敦促系统厂商满足国内图书馆本地化的相关使用需求,才能更好地实现电子资源的全流程管理。  相似文献

Summary

Two serials catalogers, Jennifer Edwards of MIT and Amanda Xu, formerly of MIT, presented their experiences working with electronic serials. Edwards discussed concrete experiences and issues such as MIT's pilot project for cataloging e-serials, current policies and work-flow, and problems of catalog maintenance. Xu presented a broader perspective on what is happening beyond MIT and how e-serials may develop in the near future. Her topics included definitions of electronic serials, access features provided by publishers, aggregators and libraries, and challenges presented by e-serials.  相似文献

A questionnaire survey combined with interviews involving 70 libraries and two suppliers of Africana materials in the UK was conducted in order to understand the acquisition situation with respect to the demand, acquisition policies, extent and adequacy of Africana acquisitions, sources and factors limiting acquisition of such materials. The study revealed that 41% of the surveyed academic libraries were actively acquiring Africana. It was found that limited use of relevant bibliographical tools, budgetary constraints, delays and non-response to orders, relative smallness in demand, inaccessibility to sources of the publications and the unsatisfactory state of national bibliographies for most of the African countries south of the Sahara were among the factors that limited Africana acquisitions. The cooperative venture by some of the African-based publishers in publicizing their publications abroad was considered a useful step in building Africana collections in the UK. It is suggested that wide utilization of electronic media for sources of information for such materials could be a further improvement on this matter.  相似文献

Abstract

Health sciences libraries are expanding services that use online technologies to support teaching, research, and clinical care needs. Saint Louis University's Health Sciences Center (SLU HSC) Library has developed strong, user-centered, online services in interlibrary loan, bibliographic instruction, and electronic reserves. The authors present their successful experiences in using electronic technologies to improve library services.

Journal articles are provided, often the same day as requested through interlibrary loan, and delivered in electronic format using OCLC's ILLiad program. First-year SLU medical students now complete a self-paced, all online, Health Information Resources course that targets the most relevant biomedical resources, reduces student study time, and is viewed as a model for the entire curriculum. ERes, the electronic reserves program, allows faculty to provide course materials that are accessible at the convenience of students 24 hours a day. These online programs are examples of using electronic technologies to better support user needs for excellent library services.  相似文献

Abstract

Librarians with an interest in electronic reserves were, for the most part, disappointed by The Technology, Education and Copyright Harmonization Act (TEACH Act). The Act provided classroom instructors with relatively clear guidelines as how they could use copyrighted materials online classes without violating the law. Mention of libraries, however, was conspicuously absent and the Act offered no direct guidance for what sort of library materials could be placed on the Internet. The guidance it offers though is more indirect. It gives some sense of how the legislative branch views the rights and responsibilities of educators in the use of online materials. It will offer guidance to the judiciary when, inevitably, a copyright dispute involving electronic reserves ever goes to court. It is important that librarians understand the TEACH Act and what it meansto education.  相似文献

This paper focuses on the role of librarians in the technological environment of the future. The accessing and collecting of information generated by electronic means and distributed by new electronic media and the attendant challenges presented to acquisitions and collection management librarians are discussed here. Librarians will experience changes in expectations of products and services of vendors and publishers. Vendors and publishers will make changes in what they offer to libraries to stay competitive in an age of electronic information exchange and delivery. The economic downturn and continuing budget concerns have libraries, publishers, and vendors making strategic changes as they seek to provide a high-level of services at a time when uncertainty continues to dominate planning and development. Creative thinking has become the norm as organizations seek to challenge long-held views and uncover and implement needed changes. Librarians, publishers, and vendors have all experienced a period of assessment, strategic review, and reaction as a result of the continued evolution from a print-based model to one dominated by electronic dissemination of scholarly information and the new role eBooks promise to play. This article addresses some of the important actions taken by librarians, publishers and vendors to cope with changes forced by both the economy and budget pressures, by the continued migration of scholarly resources to electronic formats, and by current and planned eBook activities and new eBooks models. It explores patterns in library content selection and spending trends, publisher prices and pricing models, as well as vendor strategies and challenges.  相似文献

The ‘traditional’ academic library system model – i.e. a central system constructed around a common catalogue record that also dictated the end‐users' view – is breaking down. Systems that were constructed to handle the processing and lending of printed items are no longer capable, on their own, of dealing with the variety of different information resources handled by modern academic libraries. A great deal has been written about how end‐users expect more ‘Web 2.0’ features than library catalogues currently provide. New front‐end services have been designed by libraries and library system providers to cater for this need. However, not much has been written about the needs of internal library staff who struggle with processing, handling, and supporting the huge volume of electronic resources subscribed to by libraries. Electronic resource management systems have been developed to cater for these needs, and new standards for data interchange with such systems have been developed. Just as standards were important in encouraging electronic data interchange (orders, invoices, claims, etc.) between libraries, publishers, and agents in the last century, so new standards are evolving for such transactions in the electronic era.  相似文献
