In this paper we explore the influence of visualizations and the technologies used to create and distribute them on the process and outcome of public policymaking. We will analyze nine qualitative case studies, three on agenda setting, three on policy design and decision making and three on policy evaluation. We find that the choice of the technologies used to create a visual event increases transparency and impacts policy greatly. Also we find that the type of story which is told affects the way policy is created or changed.  相似文献

During the last ten years in Belgium, government information policies have put public information provisions at the center of policymaking. However, the contemporary daily practice of public information provision tends to be seen as incidental to the policymaking process. The introduction of the reflecting license plate in Belgium is a prime example of a case in which little attention has been paid to the quality of public information during the ongoing policy process. First, we define the notion, quality of public information, as a necessary condition for the successful implementation of policy objectives. We then chronologically outline the main policy intentions and decisions, and we describe the factors hindering the smooth introduction of the license plate, focusing on those related to information provision. Finally, we examine whether the current public management reform in the Belgian Federal administration can improve the quality of information supplied during the ongoing policy process.  相似文献

Although federally supported geospatial data clearinghouses have appeared on the Internet, there exist few resources allowing for a coordinated collection of publicly available geospatial data over large areas. The completion of a national survey of potential producers of geospatial data provides users with a new way of learning about relevant, publicly accessible data when they embark on projects with a spatial component. This article presents a progress report on the National Survey of Geospatial Framework Data. The survey's methodology is described, allowing for readers to anticipate both the nature and extent of the survey results. Also described are the means by which the final results will be released. The survey results will serve as a major national source of information regarding where public geospatial data can be obtained at all levels of government. This article is intended to encourage access to the survey results so the results reach an appropriate audience while still timely and relevant. ABSTRACT

Drawing on Buckingham’s observation that academic research either has to become public knowledge or its originators must have a high visibility in the public realm before their research can find inclusion into policymaking processes, this article offers a variety of examples of how academics have managed to bridge the gap between media and communication policy scholarship and policymaking. Contrary to the long-standing belief that policy impact is extremely difficult and rare to achieve, we argue that junior scholars have many opportunities to have their work become part of the policymaking process through new forms of conversation, collaboration, coalition-building, changing perceptions of public knowledge, and a more conceptual understanding of impact.  相似文献

How well do governments comply with their own transparency statutes? Alarmingly, answers to this question are in short supply because of patchy comparative data. This study begins to address this gap by analyzing an exhaustive compilation of 265 transparency compliance evaluations (i.e. audits) authored by NGOs, academics, and government oversight authorities across Latin America between 2003 and 2018. Aggregating data on patterns of evaluation and public sector compliance with transparency statutes, we find modest increases in compliance over time, strikingly low compliance with passive transparency compliance (i.e. governmental responses to citizen requests) at the local versus national levels of government, and significantly higher compliance scores when government oversight agencies act as evaluators. Our data also reveal worrying gaps in evaluation efforts. Evaluators tend to focus far more on active transparency (i.e. website-based disclosure) than passive transparency, more on national level governments than subnational governments, and preponderantly on the executive as opposed to legislative or judicial branches of government. Textual analyses show that education is the most evaluated policy theme, with financial policies and social services close behind. In presenting the first large-scale cross-national assessment of transparency compliance, the current study brings to light trends in the effectiveness of transparency regimes and patterns of transparency evaluation across Latin America.  相似文献

This article investigates how the emergence of broadband Internet connectivity as an essential utility has influenced the development of public policies that aim to promote universal access to basic communications services in Canada. We utilize quantitative Natural Language Processing (NLP)/content analysis techniques to map the evolution of conceptual emphasis by stakeholders in their formal submissions to the telecom regulator along a series of public proceedings between 2009 and 2016. The analysis documents that the growing essentiality of broadband Internet access as an enabler of social and economic activities made its quality and affordability questions with broad economic and policy relevance that cross the traditional conceptualization of universal access in terms of the rural-urban digital divide. The case study offers a novel explanation for reliance on formal public consultation processes in administrative law in terms of policy innovation: Opening communication channels with the public can be valuable for enabling policymakers legitimize regulatory adjustments necessitated by technological change.  相似文献

Open government data has led to public policy innovation in pursuit of various expected benefits. One of the intended goals of open data innovation to improve transparency and accountability. However, our current understanding of open data innovation and its ability to generate transparency and accountability is limited, particularly with regard to empirical evidence. In this paper, we describe how a state agency redesigned its organizational processes around visualization tools and how such efforts helped bridge the transparency-accountability gap by enhancing the understandability and usability of open government data. We conclude that open data innovation does not stop with the adoption of an open data policy, but rather involves an ongoing cycle of improvements through which the organization responds to its various stakeholders' use of open data, thereby increasing usefulness of those datasets and, subsequently, improving overall accountability.  相似文献

Section 508 of the Rehabilitation Act requires federal e-government Web sites to be accessible to persons with disabilities. While some studies have assessed the accessibility of federal e-government sites, most of these studies did not sufficiently examine the breadth and depth of issues related to Web site accessibility. This article details a multi-method, user-centered study of the accessibility of federal e-government sites that addresses the complexities of accessibility and the reasons for continued inaccessibility on federal e-government sites. By employing policy analysis, user testing, expert testing, automated testing, and a survey of federal Web developers, this study provides a multi-dimensional, user-centered portrait of the levels of accessibility of federal e-government Web sites, reasons for the current levels of accessibility, and perceptions about accessibility. This article discusses the legal requirements of accessibility, the previous research, and the data and findings of this study, and ultimately offers recommendations for increasing federal e-government Web site compliance with Section 508.  相似文献

The founding fathers of the United States recognized that freely available information and an educated citizenry were essential to the functioning of a representative democracy. But almost as soon as the ink dried on the Constitution, political forces moved, and have continued to move, to restrict the flow of information from the government to the public, as well as among members of the public. This article examines whether information availability has become a victim of the war on terrorism – whether the nation has entered a time in which legal and policy initiatives are creating information gulags – secreting government information and restricting communications among members of the public, including the academic community. This article explores how policy is shaping the information relationship among the government, the public, academia, and the media and whether new models may be appropriate and more beneficial to society. In doing so, we examine in depth not only public access to government information but also the emerging and vital issue of government restrictions on scholarly exchange, as most recently presented by the legal dispute between the Institute of Electrical and Electronic Engineers (IEEE) and the Office of Foreign Asset Control (OFAC), Department of Treasury, and subsequently the litigation brought by the Association of American University Presses (AAUP).  相似文献

The transparency and accountability of systems and algorithms aims to protect the user against undesirable or harmful results and to ensure the application of laws appropriate to digital environments. Thus, the objective of this study is to evaluate the transparency and accountability provided to citizens in three of the main digital public services (e-services) offered by the federal administration of Brazil (ComprasNet, Sisu and Naturalizar-se) locally recognized for their significant relevance and stage of development and use. Services were evaluated from eight perspectives: accessibility; awareness; access and repair; accountability; explanation; origin of data, privacy and fairness; auditing; validation, accuracy and testing. Adopting a qualitative approach through comparative case studies, this research contributes to information practices theory (construction of a model for assessing transparency and accountability in digital public services). The results obtained show the need to inform the user of possible bias and damage arising from these systems, which are not readily perceived; just as the need to clarify the benefits that arise from the collection of private data are not. This shows that computational models can be distorted as a result of biases contained in their input data, or algorithms. This paper contributes through an innovative combination of dimensions, as a tool to evaluate transparency and accountability of government services.  相似文献

U.S. federal websites are required to be accessible for people with impairments. However, despite the existing regulations and guidelines, many federal websites continue to be inaccessible, and accessibility policy statements available on federal websites often do not provide any useful information. This paper provides three contributions to the research literature: (1) an accessibility evaluation of 100 federal home pages using both human and automated methods, (2) a content analysis of existing website accessibility policy statements, and (3) a discussion of the relationship between actual Section 508 compliance and the existing accessibility policy statements on a website. The paper concludes with recommendations for improving policy related to Section 508 compliance for websites.  相似文献

There is much discussion in research literature regarding the information produced by inter-governmental organizations (IGOs) and what publications are available for use in libraries. At the same time, there is little discussion of the information policies of IGOs regarding access to IGO information. In fact, the freedom of information debate, with few exceptions, has not been extended to include IGOs. Although IGOs are made up of governmental bodies, the role of the IGO seems to be that of facilitator for state policy formation. This role fails to recognize that IGOs produce information of their own accord and make decisions which affect peoples in the member states. This article surveys the issue of access to IGO information and discusses how national debates can be extended to the IGO level. It shows both explicit and implicit information policies with case studies from the environmental information field: the European Union's (EU) directive on environmental information, and the Global Environment Facility (GEF). Three issues emerge: these are varying levels of access to IGO information, varying levels of IGO information policy, and a relative paucity of research on the subject. The principles of accountability, transparency, and public involvement are being made explicit more frequently in the documents of IGOs. However, a continuing gap between explicit and implicit policies must be bridged.  相似文献

How individuals share information with respect to politics and policy in networked research environments is an area ripe for interdisciplinary study. In this analysis, I explore some of the more current and salient research findings from several disciplinary literatures (communications, computer science, organizational behavior, information science, and public policy) to examine how current research perceives the influence of technology-aided communications on policy-making conversations. I suggest that a community-centric view, which takes into account online and offline group affiliations and their related power dynamics, is just as important as an individual-based unit of analysis. This understanding points to directions for the thoughtful creation of digital resources that appropriately reflect and support inter- and intra-group knowledge-sharing behavior.  相似文献

This paper details the findings from a study of airline compliance with Department of Transportation (DOT) regulations requiring that persons with disabilities not be discriminated against in the pricing of airline travel. These regulations mandate that if an airline website is inaccessible for persons with disabilities, the airline must charge the same price that is available on the website and may not charge a fee for purchasing tickets over the phone. To evaluate compliance, the websites of leading airlines were examined for accessibility in terms of the ability to check flight schedules and order tickets. Among the four airlines with barriers to accessibility on their websites, a series of phone calls were made by researchers to assess whether the DOT regulations would be followed. Two of the airlines, USAirways and United, practiced discriminatory pricing, even after being made aware of the regulations, in over one-third of the phone calls. This paper details the findings from the study and analyzes the data in terms of website accessibility, civil rights for travelers with disabilities, and policy implications.  相似文献

The literature on transparency in participatory policy making is flourishing. With the increased digitization of our world, recent work suggests that the digitally-enabled relationships of how policy makers and citizens observe each other may transform policy making in a fundamental way. In this paper, we use complexity theory to examine how digitally-enabled transparency affects the effectiveness of policy making in aligning citizens with the policy goal to improve collective human welfare. We map Kauffman's NKC fitness landscape model, a generalizable theory of co-evolutionary complexity, to the phenomenon of transparent policy making in order to explain how transparency as an enabling generative mechanism encourages citizens to align with the policy goal without exercising central control. In our framework, citizens are agents who co-evolve by adapting to information available in their citizen landscapes. These landscapes represent the citizens' decision context, which policy makers observe and modify throughout an iterative policy cycle. In our study we identify three types of transparencies that relate to three properties of the citizens' decision context: (1) individual decision interdependence; (2) decision bias; and (3) collective decision interdependence. Using conceptual modeling, a form of inquiry combining formal representation with empirical sense making in three policy domains (e-health, smart transportation, and smart energy), we articulate and empirically validate two generative mechanisms that explain transparency effects for each of the three transparencies: (1) orchestration via iterative landscape “tuning” to reduce ambiguity and simplify citizens' alignment with the policy goal; and (2) social learning via information sharing, a co-evolutionary social “nudge” that encourages citizens to be more open to behavioral changes. Our findings have implications for the literature on transparency in participatory policy making as well as the literature on complexity in public policy and public administration.  相似文献

This paper examines the manner in which governments should inform their citizens about policy not yet adopted by the competent authority (i.e., the legislature). This is an important but often neglected issue in theory and in practice. This paper focuses on the opportunities and dangers of the public information provisions about policy intentions and presents the relevant laws, principles, and practices in the Netherlands and Belgium. Based on a case study, the paper aims to illustrate the importance of complete, timely, and factual public information provisions in the formulation stage of policymaking. Some directions for further inquiry are suggested and some lessons from the Dutch and Belgian experience are presented. The information gathered is derived from literature, from government information regulations and guidelines, from analyses of government data reports, and from a survey.  相似文献

This article reports on the results of a study that examined public library website adherence to senior-friendly website guidelines. A total of 104 public library websites (N = 104) were analyzed. Compliance with Internet design accessibility principles recommended for older adult Internet users was analyzed, and the findings suggest that current public library website practices may be problematic. As a result, public library websites offering resources and services may present potential accessibility challenges to older adults. Recommendations relevant to public libraries for enhancing library websites and online content are presented.  相似文献

While many studies have discussed the impacts of electronic government (e-government) on public libraries, little research has considered the extent to which the current federal government's implementation of e-government relies on the public technology access, training, and support provided by public libraries. A range of data and policy materials are drawn upon in order to illuminate the co-evolution of public libraries and e-government. Beginning with a discussion of the development of e-government and its impacts in public libraries, the access, goals, and challenges of e-government are detailed as they relate to libraries, and the areas in which current implementations of e-government would not be possible without public libraries. Based on the explorations of the co-evolution of e-government and public libraries, key policy issues are offered that require reconceptualization in order to better support the interrelationship between e-government and public libraries.  相似文献

This article charts 2 parallel movements in the communications sectors of the United Kingdom and Europe: the ascendancy of marketization policies within both the European Union and its major member states and accelerating convergence of the computing, telecommunications, and audiovisual industries. The contradictory character of policy at the European level is examined against the background of assertive pressure from the corporate sector for liberalization of regulatory regimes. Using data primarily from the United Kingdom, the struggle for survival of the public communications sector and the consequential difficulties of communications and social exclusion faced by lower income consumers are examined.  相似文献
