Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

The provision of public Internet access and related networked services by public libraries is affected by a number of information policy issues. This article analyzes the policy dimensions of Internet connectivity in public libraries in light of the data and findings from a national survey of public libraries conducted by the authors of this article. After providing a summary of the study methodology and findings, this article examines key policy issues that include the nature of sufficient bandwidth and broadband, the perpetuation of the digital divide of Internet access in libraries, the role of libraries as e-government access points, the complexities of funding Internet access, the impacts and contradictions of filtering, and the chilling effect of homeland security legislation in public libraries. This article concludes with a discussion of how examining these policy issues can lead to a better understanding of public libraries and the Internet access they offer within the context of public policy.  相似文献

This article presents an overview of the methods, findings, and the general implications of the 2007 Public Libraries and the Internet study. This annual study has chronicled public libraries' provision of Internet access to patrons and a range of related issues since the early 1990s. The 2007 study focused on the provision and maintenance of Internet access and services, infrastructure issues, community impacts of the technology, training, library technology funding, and e-government roles of public libraries. This article details these findings, exploring how the 2007 data compare to previous studies. It also considers the implications of these comparisons in terms of the levels of service that libraries are able to provide, the challenges that libraries face in providing these services, and the ways in which communities and governments rely on public libraries to guarantee public Internet access.  相似文献

The collections and research expertise of Federal Depository libraries are the critical features missing in current e-government service models. U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.  相似文献

Effective e-government creates an environment for citizens to have greater access to their government and, in theory, makes citizen-to-government contact more inclusive. Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by the United Nations. We analyze the impact of political structure, public sector performance and policy initiatives on both indices in more than 150 countries. Our multiple regression analysis shows that there is greater e-government capability in countries that have more effective public sector governance and administration, and policies that advance the development and diffusion of information and communication technologies. More democratic institutions and processes, however, appear to have a negative impact on e-government. In addition, countries that practice effective governance and promote competition in the telecommunications sector demonstrate more extensive provision of e-participation. These results suggest that the path to e-government leverages different strategies depending on a nation's political structure, and that authoritarian countries may be utilizing e-government to maintain the status quo.  相似文献

This paper introduces a research agenda to explore the intersection of e-government implementation and the key federal programs – Medicaid, the Supplemental Nutrition Assistance Program (SNAP, a.k.a. food stamps), (SSI), and Temporary Assistance to Needy Families (TANF, a.k.a. welfare) – that provide assistance to low-income citizens in the United States. To lay the groundwork for on-going research, this paper focuses on the implementing statutes that require different levels of automation for delivering these programs to the public. It discusses the programs in terms of their breadth, impacts to recipients, and the effects of automation as implemented for each. It identifies some of the consequences of automation, such as potentially faster service delivery, different approaches to information access, and issues of privacy. It then suggests some points to consider for policymakers and for future research to more deeply understand this unique and little-studied aspect of e-government implementation. By understanding the impacts of implementing statutes on the poor, policymakers can develop a deliberately inclusive strategy that leverages technology to support access to assistance in measurable models that can be implemented at the federal, state, and county levels. This can further democratize the government-to-citizen relationship and support greater accountability to taxpayers.  相似文献

Public libraries play an important part in the development of a community. Today, they are seen as more than store houses of books; they are also responsible for the dissemination of online, and offline information. Public access computers are becoming increasingly popular as more and more people understand the need for internet access. Using a series of surveys conducted in 12 libraries across the state of Michigan, the current study is a step towards understanding why the computing facilities are widely used, and what are the motivations behind their use. In addition, barriers and other factors that hinder usage are also discussed. The findings from this study will help policy makers and library administrators evaluate the current allocation of scarce resources, help them promote greater use of the library's resources, and guide their future course of action. The study is conducted as part of a federally funded public computing center grant.  相似文献

When e-government first became a viable solution to the dissemination of government information, experts believed that the rise of direct government-to-citizen (G2C) services would improve government transparency, foster civic engagement, and offer new and innovative service possibilities. It soon became clear, however, that not all users received the type of information, instruction, or services that they needed through this arrangement, giving rise to the need for an intermediary in this continuum of interaction. Increasingly, public libraries fulfill this role. Instead of direct government-to-user interaction, government information and services flow through channels from agency to public librarian to user, from user back up to agency, and from agency to user to public librarian. Based upon research conducted in collaboration with public libraries, government agencies, state library agencies, and a national library association in the United States, this paper expands on the idea of these multiple pathways of information and services, offering a practical model of e-government.  相似文献

As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

The sharing economy entails peer-to-peer exchanges for renting goods and services utilizing the Internet. In this paper, we critically examine the sharing economy's prospects and challenges for public sector, and explore the policy responses to the sharing economy. The sharing economy is innovative in capitalizing on underutilized assets using Internet platforms, but has adverse impacts as well (e.g. it could exacerbate inequality). As users, public agencies could adapt internal procurement processes focused on renting, and partner with sharing platforms to complement and supplement public services. As regulators, government agencies have a paradoxical role to maintain the sharing economy's innovation while addressing its downsides. Our study shows mixed policy reactions to sharing economy in three prominent sectors (mobility services, accommodation sharing, and gig labor). We suggest a research agenda that e-government scholars should focus on in order to critically examine the different facets of the emerging sharing economy.  相似文献

Today, access to digital information is essential to patrons using public libraries, whether they have contact with computers at home, work or school or whether the public library is their only contact. In order to evaluate and ultimately enhance public library digital resources and services, it is critical for administrators, librarians and digital information architects to recognize the impact their current digital offerings have on users. This study utilizes a survey to gauge the perceptions of patrons who use digital resources and services in six urban New England public libraries as part of ongoing research into digital information access in public libraries in the United States from the perspective of users.  相似文献

This article describes the economic impacts and benefits received from public libraries in Florida, indicating that, overall, public libraries make a significant contribution to the economic development of the state. Public libraries receive funding from taxpayers and can be one of the first institutions to experience budget cuts when they occur. Identifying the economic role that libraries play in communities is crucial to the continued funding, support, and existence of libraries. In addition, this article discusses some of the other efforts that have been undertaken to determine the economic impacts and benefits received from taxpayer investment. Drawing on these earlier efforts, the authors present a framework for further study into the economic impacts and benefits received from public libraries, and present some goals and objectives for future studies.  相似文献

Virtually every public library in the United States provides public access Internet computers as a role central to its mission. This article addresses the issue of why the Internet matters for public libraries, both in terms of impacts on the general public, particularly the digitally disadvantaged (part one of the article) and impacts on libraries themselves (part two of the article). Each part of this report begins with an extensive literature review, followed by a data analysis section. In part one, the author uses the 2000 United States Census dataset to evaluate library efforts to bridge the digital divide, by analyzing differences in the growth of public terminals in library systems serving counties with different levels of household income, households in poverty, non-white households, and non-English-speaking households. The analysis finds no disparity in the number of public computers available in areas with high and low incomes but finds a significant—and widening—disparity in the number of computers available in areas with a higher versus lower percentage of non-white and non-English-speaking households. In part two of the report, the author uses a random effects linear regression model to estimate the effects of Internet access on library usage. This analysis finds that having Internet terminals (versus having no Internet terminals) has a significant positive effect on a library's visits and reference transactions, but not on a library's circulation. An increase in the number of Internet terminals has no significant effect, positive or negative, on visits, reference transactions, or circulation.  相似文献
