E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

E-Government projects are currently service oriented, focusing on the implementation and diffusion of digital public services through one-stop points of access for citizens. E-Government strategic plans are political, directed at cost and time minimization during the execution of public services, and they do not take into account citizen needs or public administration operating procedures. Although these plans have led to the development of projects that have succeeded in cost and time savings for both citizens and public administration, surveys conducted around the world show that users evaluate digital public services and do not hesitate to return to traditional methods rather than using digital channels to transact with the public administration again; neither would they recommend the use of digital services to others. This article presents collaborative and participatory tools and methods designed to exploit the knowledge and experience of public servants in the improvement and execution of custom and non-automated public services. Collaborative tools can succeed in the development of real one-stop shops for e-Government, while on the other hand they can encourage both citizens and civil servants to participate in the e-Government era.  相似文献

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. Insights into E-Government initiatives are presented and discussed.  相似文献

This article addresses the different institutional and cultural contexts which must be considered when implementing E-Government in sub-Saharan Africa. Although E-Government is a global phenomenon, simply transferring ICT solutions and related organizational concepts from developed to developing countries seems inappropriate. E-Government undoubtedly has the potential to reduce administrative and development problems. However, it is obvious that compared to developed countries, additional effort is necessary when implementing E-Government in developing countries. More than in developed countries, the different initial institutional, cultural, and wider administrative contexts must be considered to avoid unintended effects. It is oversimplifying the issue to merely state that E-Government projects fail in Africa and other developing regions. Although E-Government in African countries lags far behind developed countries, this should be considered more as a state failure or lack of capacity in general. In particular, the different administrative contexts and rationalities must be taken into an account when implementing E-Government projects and strategies. Therefore, especially for African countries, a context-oriented approach seems to be a more promising route to the successful implementation of E-Government. The results of this approach may not seem ambitious from a western perspective, but could contribute to the solution of real-life and development problems in African societies.  相似文献

[目的/意义]概述科研众筹模式发展现状,以Experiment平台为研究对象,设计计量评价指标,分析科研众筹项目的基本特征、产出成果影响力和内容特征;研究科研众筹平台的特征,对探索与发展科研众筹模式、理解开放科学环境下的新型科研活动模式都具有重要意义,还可为项目申请者和资助者提供相应的建议。[方法/过程]首先,基于科研众筹平台--Experiment众筹项目网站,设计数据获取流程和评价指标;其次,针对科研众筹项目,分析其总体规模及成功率、人员规模、研究周期、参与国家、参与机构、经费额度等特征,并且进一步针对科研众筹项目的产出成果--实验记录,结合学科特征对其记录数、浏览数、点赞数和评论数进行分析,以揭示其产出规模与影响力;最后,对众筹成功项目和众筹失败项目进行内容分析,以挖掘影响众筹成功的因素。[结果/结论]Experiment平台的科研众筹项目具有小规模、短周期、强参与的特征,相比其他学科,科研众筹成果的产出规模和学术影响力在生物学和生态学领域表现突出;科研众筹项目的申请成功率与项目研究主题无直接关系,而与项目的经费预算计划、项目的研究实力以及研究方案的周详性和可行性有较强的联系。  相似文献

We present a multidisciplinary methodology for E-Government project planning. The set of expertise needed for the design of E-Government systems includes social, juridical, economic, organizational, and technological perspectives. To properly address such a broad range of influences requires a unique vision. Our long-term aim is to use an integrated approach to examine a number of issues which currently present challenges in many E-Government projects. This paper in particular focuses on social and technological aspects of E-Government. The methodology has four phases: (1) state reconstruction, (2) quality assessment, (3) new quality targets definition, and (4) preliminary operational planning. A case study provides evidence of the feasibility and effectiveness of the methodology.  相似文献

New information and communication technologies (ICT) offer the government new possibilities for providing citizens and businesses with better, more efficient services. Criticism about the provision of E-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of electronic public services. Simultaneously, it is important to investigate the impact of the new services on customers. User satisfaction may indeed have a decisive influence on large-scale adoption and use of E-Government services.This article describes the development of a comprehensive model for measuring user satisfaction in the context of E-Government. It rethinks the e-strategies of government and subsequently presents a conceptual model derived from ICT acceptance theory. Both quantitative as well as qualitative research have been carried out in order to elaborate the model and to formulate adequate indicators for measuring user satisfaction.The measurement model has been tested using data from five Flemish E-Government websites. Structural equation modeling (SEM) was applied in order to investigate the goodness of fit of the model and the underlying indicators. Based on the results, it becomes possible to reduce the list of indicators to nine items, still covering the full conceptual model. With this shortlist of satisfaction determinants, E-Government suppliers would be able to get a clear view on acceptance of their internet services by the users.  相似文献

Large-scale government digitalisation projects require collaborative approaches for their successful development and implementation. To shed light on these collaboration dynamics, the interplay between two integral parts of collaborative projects: the project rules, procedures, and structures (collectively known as institutional design) and the leaders managing these projects is studied. In doing so, the paper provides empirically grounded insights into the management of collaborative government digitalisation projects. Taking an institutional perspective, and the strategic-relational approach (SRA), we examine the extent to which institutional design constraints leadership behaviours, and under what conditions leaders begin to adjust and/or challenge these design features adding to the knowledge of managing digitalisation of government. To this end, we present a five-country case study of national digitalisation projects across Europe. Our results show that while clear institutional design features such as established rules, project structures, and standard operating procedures are essential at the initial stages of the projects, leaders' skills in understanding and tailoring these features are critical to handle project-related problems and moving forwards towards implementation. This underscores the importance of examining projects taking an SRA approach and the need to understand leadership behaviour in the context of the structures in which it is embedded.  相似文献

This article presents a case study of the open data project in the Chicago area. The main purpose of the research is to explore empowering potential of an open data phenomenon at the local level as a platform useful for promotion of civic engagement projects and provide a framework for future research and hypothesis testing. Today the main challenge in realization of any e-government projects is a traditional top–down administrative mechanism of their realization itself practically without any input from members of the civil society. In this respect, the author of the article argues that the open data concept realized at the local level may provide a real platform for promotion of proactive civic engagement. By harnessing collective wisdom of the local communities, their knowledge and visions of the local challenges, governments could react and meet citizens' needs in a more productive and cost-efficient manner. Open data-driven projects that focused on visualization of environmental issues, mapping of utility management, evaluating of political lobbying, social benefits, closing digital divide, etc. are only some examples of such perspectives. These projects are perhaps harbingers of a new political reality where interactions among citizens at the local level will play a more important role than communication between civil society and government due to the empowering potential of the open data concept.  相似文献

The World Bank's lending activities to its member developing countries focus on providing loans for economic development. In this process, the Bank is also involved in improving the information activities in these countries. Many of the Bank's loans include an information component, often embedded within the project. In addition, even if the request for an information component in a project is not stated explicitly, the overall environment for activities with development impact has changed. To ensure that a project is accomplished satisfactorily often requires an element of information transfer in addition to infrastructure components. The Bank's support to these information activities has been limited, with the development of information services or libraries often forming only a minor component of the overall project.As the information age progresses, organizations such as the World Bank are likely to become increasingly involved in lending for information services and documentation support. Questions arise on whether borrowing countries perceive an increasing need for projects in information development, especially given the fact that many of the multi-lateral and bi-lateral aid agencies are working in information- related projects. The issue to be addressed for the World Bank is whether and to what extent there is a need for greater or different World Bank involvement in this area.  相似文献

This paper analyzes the implementation of new intermunicipal structures in Italy to support the development of E-Government in the country's peripheral areas. Our exploratory case study, conducted in the Piedmont Region, shows that intermunicipal collaborations can facilitate the coordination of interdependent subjects, rationalize existing resources (e.g., through the reuse of application software solutions), and prevent the dispersion of federal government funds. Nevertheless, intermunicipal collaborations alone do not seem to have the power needed to ensure that decisions made at the central level will automatically translate into concrete and binding commitments for the municipalities involved. From a methodological standpoint, the article makes use of the analytical frameworks offered by organization science to interpret the effects of collaborative arrangements on E-Government implementation.  相似文献

Abstract

This paper talks about Desa Informasi (Information Village), an initiative to document local information resources at Petra Christian University through the implementation of an institutional repository (IR) system. The author argues that IRs have potential and an important role in the effort to preserve and disseminate indigenous knowledge. The author also describes the relationship between institutional repositories and digital libraries, that both are interchangeable terms. Conventionally, e-Participation initiatives are considered to be successful only if users use these services. While the growing body of e-Participation literature has listed and studied challenges and barriers to achieving this end, conceptual clarity on why such projects are considered as failures is yet to be achieved. We argue that this is due to the inadequate understanding of the complex stakeholder dynamics of an e-Participation project. In this paper, we seek to address this knowledge gap by proposing that using stakeholder theory complemented by genre theory provides an interpretive lens to understand the complexities in the development and use of such projects. To illustrate our proposed lens, we apply it to analyze an e-Participation project in Norway at its development and use phases. Our findings indicate that a key factor that influences the success of e-Participation initiatives is high saliency of at least one stakeholder group at various phases of the initiatives. The saliency of stakeholders changes over the life of a project and hence the salient stakeholder also varies. Consequently, it is not essential for the same stakeholder group to be salient throughout, only that some stakeholders remain salient. Our interpretive lens also extends the discourse on stakeholder theory. In traditional management literature stakeholder theory is meant as a tool to identify stakeholders' groups to which management or owner of an organization should pay attention. We show that it is also useful to identify which stakeholder groups will act to protect their interests. Based on our findings, we propose insights into studying and developing e-Participation projects.  相似文献

Information technology allows governments to service citizens in a more timely, effective, and cost-efficient method. E-Government implementation may meet initial citizen resistance, require cultural sensitivity, and change the way citizens and governments relate to each other. Increasing adoption and implementation of social media applications suggests a cultural shift in the way special collections departments communicate with external constituents. Research shows many social networking tools are used successfully to connect with special collections patrons, but limited documentation exists to describe whether special collections departments receive demonstrable returns for the time, effort, and energy expended to sustain social media activity. This article provides the results of an empirical study that examined social media usage in special collections departments at 125 Association of Research Libraries member institutions. By analyzing publicly available data from profiles on a variety of social media platforms, the authors explore how special collections units employ social networking tools and whether it is possible to determine success in terms of benefits received by the department, such as increased dialogue between departments and supporters. By using return on investment, this study found that special collections departments achieve moderate success when using social media to advertise collections, events, and activities, but they have little success when using social media to engage with external constituents. To address less successful aspects of social media projects, departments can engage in routine assessment activities, such as return on investment, to make the most of new technologies.  相似文献

With the continued development of open access policies, it is important to promote consensus‐building projects with the various stakeholders. This article gives an account of how such collaboration has facilitated the construction of the project Héloïse. This project is a French information service dedicated to describing the policies of French publishers on the self‐archiving of scientific publications. Héloïse represents a real tool of mediation whose development involved much debate between publishers and research stakeholders. This article seeks to demonstrate that the development of trust between the actors involved in the project was a major component of its success.  相似文献
