Abstract

This article takes the role of provocateur to ‘queer(y)’ the rules of intelligibility surrounding new schooling accountabilities. Butler’s work is seldom used outside the arena of gender and sexualities research. A ‘queer(y)ing’ methodology is subsequently applied in a context very different to where it is frequently associated. Empirical data from a case study secondary school in Australia are used to contextualise the use of queer theory in thinking differently about new schooling accountabilities and how they can unfold in ways that are unforeseen and unexpected. By applying Butlerian theory in a manner very different to what is commonly expected, the author also destabilises the use of queer theory as well.  相似文献

The English schooling context has seen radical and rapid reform in recent times with the processes of devolution or deconcentration of centralised school governance, on the one hand, and the instating of ever-increasing and rigid external accountabilities, on the other. These reforms driven as they are by neo-liberal and neoconservative ideologies have created a new kind of ‘system’ of schooling in England, one that is ‘heterarchical’ in governance, increasingly complex in its overlap, multiplicity and asymmetric power dynamics, but one that remains strongly tied to and regulated by the reductive and narrow measures of ‘success’ imposed by the state. Against this complex and changing backdrop, what constitutes quality and equitable schooling has been transformed. This special issue explores these concerns and, in particular, focuses on how the current demands of the English schooling context construct student achievement and identity, teachers' work, conceptualisations of knowledge and pedagogy, and school organisation and collaboration. The issue has a strong equity focus. Many of the papers to this end focus on how teachers and schools are navigating through the demands of current policy reform to mobilise spaces of possibility for equity and good schooling. In this paper, we provide a context and framework to set the scene for the subsequent papers in the issue.  相似文献

ABSTRACT

One aspect of instructional leadership is the work principals undertake in supporting and developing teachers’ skills and capabilities. This paper examines this aspect of school leadership within a climate characterised by increased principal workloads, heavy external accountabilities, pressure to improve student results, and heightened autonomy which included discourses regarding principals’ increased freedom in staffing decisions. The case studies within this paper focus specifically on principals’ work in relation to the recruitment and development of staff. Policy and discourse suggests that principals have the autonomy to recruit and build staffing teams to meet school needs and improve outcomes, though questions have been raised about how autonomous public schools can be a part of a wider system. This paper explores the role autonomy plays in leadership practices relating to staff recruitment and development. The findings contribute to a body of knowledge regarding the ways principals make sense of and enact their work under highly pressurised school improvement policy conditions.  相似文献

In Australia, school leadership is influenced by neoliberal discourses of accountability and performativity. Many schools seek to balance systemic pressures that narrow outcome expectations with a desire to deliver schooling in the broad interests of the students and communities that they serve. In this case, the principal was appointed to a school under threat of closure. To re-establish he purposefully disrupted traditional arrangements using approaches that disregarded many standard school improvement paradigms. The school improved in enrolments, reputation and student learning. This paper examines how this principal found and created spaces for disruptive change within the local context and the broader policy environment. While the value or ethics of the leadership are not the focus of the paper, it is noted that the autocratic position he assumed was problematic. Despite this, the case provides insight into leadership that resisted the confines of normative pressures to support radical school improvement.  相似文献

Over the last decade, the Russian education system has undergone significant transformation that has radically changed the expectations placed upon the school principals. This current reform process has placed far greater responsibilities and accountabilities upon principals to secure school effectiveness and improved student learning outcomes. This article offers some insights into the way in which principals in Russia are currently prepared and trained. It outlines initial quantitative findings from Russian principals, as part of a contemporary, large-scale empirical study of principal leadership preparation and training. The emerging empirical evidence highlights that the new principal standards and training requirements in Russia reinforce “managerial approaches” that are not necessarily meeting the needs of principals.  相似文献

School leaders in Queensland, Australia, are working in a rapidly shifting policy landscape, expected to work towards system-defined improvement measures involving increasingly higher external accountabilities. This article analyses a group of long-term case studies of the effects of school improvement expectations on principals since the introduction of National Assessment Program – Literacy and Numeracy (NAPLAN) in 2008. Foucauldian theory is used to analyse the influence of performative cultures on a group of Queensland principals. A unique feature of this geographical region is the large proportion of small-school principals, the majority of whom are in the early stages of their teaching careers. Having joined the teaching profession post-NAPLAN, the influence of these accountabilities emerges as a point of difference between them and longer-established principals. The article identifies the emergence of this new leadership paradigm as an area inviting further inquiry within the field of educational leadership research, exploring the influence of rapidly shifting expectations on leadership practices.  相似文献

For this study, Prospects, a data set on schools and students in the United States collected during the early 1990s, was used to examine the effects of instructional and school organizational characteristics on the longitudinal mathematics and reading achievements of students from either a first- or third-grade cohort. Three schooling models were tested using hierarchical linear modeling (HLM) while controlling for parental socioeconomic (SES) status. Factors and variables that represented instructional and school features were derived from teacher and principal responses to survey items. These features had direct and interactive effects on mathematics achievement, supporting both an environmental and interactive model of schooling. Further, schools characterized by teacher collegiality, support for innovation, principal leadership, goal agreement, and community support contained teachers who employed important instructional strategies more effectively, and students who had the highest mathematics gains over the observed period.  相似文献

This longitudinal study examined the relationship between schooling, literacy development, and socioeconomic context, as reflected by a composite measure of socioeconomic status (SES). Reading, spelling, and phonological abilities were assessed from kindergarten to grade three in Canadian children in a school district with intensive literacy activities. In kindergarten, there were significant associations between SES and all the abilities assessed but these associations declined systematically to non‐significant levels by grade three. Risk and prevalence of reading failure also decreased with more schooling. The results suggest that the attenuation of the association between SES and literacy‐related skills, and the progressive reduction of the risk for reading failure, were positive outcomes associated with the literacy school program, especially in the early grades.  相似文献

This study proposes and tests a multilevel structural model of school context, composition, and school leadership on school instructional practices and outcomes in elementary schools in a western state in the United States. We focus on direct and indirect relationships implied in our proposed model using an “added year of schooling” in reading and math as our primary school-level outcomes. Added-year effects, which result from a regression discontinuity design, represent a relatively new approach for describing how school factors influence outcomes. Our results suggest that, net of context and composition factors, improvement-focused school leadership directly affected subsequent school instructional practices and, in turn, instructional practices affected added-year outcomes. We discuss the findings in terms of their theoretical and practical implications for conducting further educational effectiveness research.  相似文献

The issue of emotions in school leadership is one that has received increasing attention in recent years. In this paper we present a case study of the emotional demands upon one principal as she undertakes a programme of school reform. This case study works against the common discourse of ‘emotional maturity’ inherent in an individual that is prevalent in leadership standards and literatures and shows how this principal's emotional work is constructed within the political frameworks of schools. This principal was both normalised into traditional ways of being a school principal and also sought to resist such normalisations. This paper provides an important contribution to understanding the ways that women leaders are negotiating the emotional terrain of enacting change and reform in their schools.  相似文献

Research on school leadership suggests that both principal and teacher leadership are important for school improvement. However, few studies have studied the interaction of principal and teacher leadership as separate but linked systems in how they relate to student outcomes. In this study, we examine how leadership pathways are related in the context of high schools and compare findings to research in elementary schools. Using survey and administrative data from high schools in a large urban context, the paper explores direct and indirect pathways from leadership to student achievement growth. The results indicate that there are 2 pathways through which principal leadership is related to student learning in high schools. One pathway is mediated by teacher leadership, whereas the second pathway does not include teacher leadership. We find that similar to elementary schools, the learning climate is the only organizational factor that links principal and teacher leadership with student achievement.  相似文献

There is a good deal of consensus in the literature about the key role of leadership – especially that of the headteacher – in facilitating school improvement. Yet much of the research in this area has taken place in Western industrialised countries. This article explores the issue of headship in the context of schools in a specific developing country context, that of Pakistan. Drawing on 2 studies of the experience of headteachers in Karachi, the article identifies and explores the key variables that may contribute to a sense of personal efficacy for these heads, namely the expectations generated by the national or community culture, the powers and accountabilities generated by the school system in which they work, and their own individual personalities and histories.  相似文献

ABSTRACT

The contextual, purpose-driven challenges facing schools and school systems across the world call for creative and innovative responses to revitalize school practices. The process of revitalization will require new thinking, new mindsets within an adaptive school culture and new leadership roles (formal and informal). Often the perception of leadership held within a school is that it is the province of the principal; however, if we move from a top-down model of leadership we can ulitize the capacity of others within to lead the learning. To enable this to happen, teacher leaders need to work with agency and principals need to nurture and grow their formal and informal leadership roles within the school. For many teachers, the question is how they can establish and commit to leadership roles and responsibilities within the school community while remaining in a teaching position. This case study examined the practices of teachers as they experienced leadership across three cross-cultural contexts: Colombia, Canada and Australia. It presents exemplars of teacher leadership in action and provides images of teacher leadership as enacted in addition to an understanding of the factors that were important in supporting their leadership actions.  相似文献

This paper examines the long-term association of family socioeconomic status (SES), educational, and labor force outcomes in a regional US longitudinal sample (N = 2264). The results offer insights into the mechanisms underlying the role of family SES in transitions from secondary schooling to early work experiences. It was found that the academic achievement gap associated with SES widens during secondary schooling due in part to course-level tracking. Family SES relates to college enrollment mainly via its association with academic gains in school, but also through family income and father’s occupational status. Family SES is weakly but significantly related to adult offspring’s earnings but more strongly related to occupational status. Educational qualifications and cognitive skills make independent contributions to the explanation of labor force outcomes.  相似文献

How do principals adjust to new standards and measurement rulers of school performance when they are coupled with high-stakes consequences? Adopting a contingent view of leadership and a multiple accountabilities framework, this qualitative study explores how high school principals enacted their accountability in New York City, by comparing two periods: just before such policy changes took effect and just after. We observed large differences in principals' attention to external political, bureaucratic, and market accountabilities; how much accountability conflict or alignment was experienced; and how principals' sense of professionalism was constructed. These differences may portend a new politics of the principalship.  相似文献

This article refers to a study on how the school principal engaged in the process after a school self-evaluation. The study examined how two primary schools followed up the evaluation. Although they both used the same evaluation tool, the schools’ understanding and application of results differed greatly. This paper describes and discusses the post evaluation process based on Erik Johnsen’s ideal leadership model (2002). It argues that formal leadership makes a difference in the use of the school evaluation for development by providing a proper context for knowledge sharing and reflection. This involves the prioritization and facilitation of individual and organisational reflection for learning, as well as transformation of knowledge through interaction across the whole school.  相似文献

Abstract

This study investigates a South African principal's view of implementing invitational education (IE) as an example of a professional development programme (PD) within a particular school setting. Two types of literature inform this study: leadership supportive of school development and the invitational education approach to teaching and learning. The study uses qualitative reflexive photography to explore the following research question: How does the principal perceive the way in which intentionally inviting changes were made in the school under his leadership? The data analysis revealed the following categories: people: focussing on care; places: changing the physical setting; policies: regulating the functions of the school; programmes: developing people through helpful initiatives; and process, that is, organising the context in which schooling takes place. The findings support the fact that the process of IE needs to organise all the other factors in a way that is both democratic and humane. IE requires a commitment to certain goals if changes are to be implemented successfully; this, in turn, implies that a school should develop a culture of collective learning and that learners should be encouraged to care about one another in the school.  相似文献
