Universities have a long history of collecting student feedback using surveys and other mechanisms. The last decade has witnessed a significant shift in how student feedback is systematically collected, analysed, reported, and used by governments and institutions. This shift is due to a number of factors, including changes in government policy related to quality assurance, and the increased use of the results by various stakeholders such as governments, institutions, and potential students and employers. The collection, analysis, and reporting of results are systematically carried out in many institutions worldwide. However, how to use student feedback to effectively improve student learning experience remains an issue to be addressed. This paper will contribute to this debate by comparing how Australian and Scottish universities use student feedback results to inform improvements. Based on thematic analysis of external quality audit reports of all Australian and Scottish universities, this paper suggests that universities have systematic processes to collect student feedback using a range of mechanisms, but limited work is done to use the data to inform improvements. This paper argues the need for universities to genuinely listen to student voice by facilitating partnership between students and institutions to act on their feedback as part of quality assurance.  相似文献

External quality audits are now being used in universities across the world to improve quality assurance, accountability for quality education and transparency of public funding of higher education. Some countries such as Australia, New Zealand, United Kingdom, Sweden and Denmark have had external quality audits for more than a decade but there has been limited research as to their impact. This study analyses the extent to which external audits in Australia have improved quality assurance in universities over the past 10 years. The analysis is based on discussions with 40 participants in a workshop on the effectiveness of audits and the review of 60 external quality audit reports between 2001 and December 2010. The research found that while external audits have led to an improvement in systems and processes in Australian universities, they have not necessarily improved the student experience. This lack of impact on the student experience in Australia is similar to other countries, according to the literature review. This study is timely in its analysis on the effectiveness of the current improvement-led audits, as government in Australia is in the process of renewing quality assurance arrangements of higher education institutions with a focus on standards and outcomes.  相似文献

Higher education policies related to quality assurance are implemented in many countries. The purposes of such policies are to ensure the provision for high-quality education, university accountability and transparency in the use of public funding and meeting the needs of the diverse stakeholders. The current Australian Higher Education Quality Assurance Framework was implemented in the year 2000. It can be described that the framework has been enjoyed by universities, academics and other providers in Australia. This paper provides a brief history of quality assurance, its evolution in higher education in Australia and current changes and trends in quality assurance in other developed countries. It then provides an analysis of the success and deficiencies of the current framework used in Australia and suggestions which may be helpful in the development of the new framework. The analysis includes the thoughts of the three authors based on their experience in managing quality and reviews in seven different institutions and the views of more than 40 participants who are staff members from 25 Australian universities.  相似文献

Student Survey Response Rates across Institutions: Why Do they Vary?   总被引:2,自引:0,他引:2  
While many studies have examined nonresponse in student surveys, little research investigates why some schools achieve higher student survey response rates than other schools. Using hierarchical linear modeling, we analyze survey data from 321 institutions that participated in the 2003 National Survey of Student Engagement to understand how characteristics of colleges and universities relate to student survey response rates. We find that the makeup of the student body, as well as institutional characteristics such public/private status and urban location affects response rates, and that the number of computers per undergraduate has a strong positive effect for web survey response rates.  相似文献

Since the early 1990s, there has been discussion about the need for the curriculum of universities to provide students with understanding about the environment. Over the decade this discussion has evolved from thinking about how to green the university curriculum, through to proposals for our students to be environmentally literate and to receive education for sustainability (or sustainability education). Internationally, there have been many instances of universities taking this discussion seriously and introducing curriculum change. A variety of declarations and action plans have enabled universities to share ideas and support this change. Given a dearth of information about the degree to which universities in Australia were part of this discussion and change, we sought to gain an understanding of the status of sustainability education in these institutions. Responses from approximately a quarter of these institutions indicated that a handful of universities are engaged in this education for a wide range of their students, and in some universities more students of particular disciplines are gaining the exposure. However, there are clear barriers to the introduction and expansion of sustainability education.  相似文献

This paper analyses international student prospectuses from twenty-two Japanese universities involved in the Top Global University Program (TGUP) to examine how universities in Japan present and understand internationalization. International prospectuses were analysed using qualitative text analysis to generate a series of themes connected to university internationalization. Different categories of TGUP participant universities were compared to better understand the differences between how different participant types present and understand internationalization. The findings suggest that while there are differences between participant types and individual universities, overall, there appears to be a tension between understanding internationalization as an authoritative, university-centred activity and as a student-centric activity in which students are active participants. Furthermore, it found that although rankings are an important aspect of the TGUP, few prospectuses mentioned rankings. The paper suggests possible reasons for this omission based on the TGUP participant type. Finally, this study offers insights into how Japanese universities understand internationalization and position themselves as international institutions.  相似文献

Although there have been many claims that technology might enhance university teaching, there are wide variations in how technology is actually used by lecturers. This paper presents a survey of 795 university lecturers’ perceptions of the use of technology in their teaching, showing how their responses were patterned by institutional and subject differences. There were positive attitudes towards technology across institutions and subjects but also large variations between different technologies. Two groups of technology were identified—“core” technologies, such as Powerpoint, that were used frequently, even when lecturers felt that they were not having a positive impact on learning, and “marginal” technologies, such as blogs, that were used much less frequently and only where they fitted the pedagogic approach or context. Rather than there being “leading” universities that were the highest users of all technologies, institutions tended to be heavier users of some technologies than others. Similarly, subjects could be associated with particular technologies rather than being consistent users of technology in general. The study suggests that university technology policy should reflect different disciplines and contexts rather than “one size fits all” directives.  相似文献

In Portugal, there is a diversified higher education system comprising some 160 institutions: universities, polytechnics and isolated schools, public or private, with a total enrolment of some 350,000 students. This article presents the analysis of the results of questionnaires which were completed in 2004 by students entering higher education for the first time so as to understand their perceived needs and aspirations and how they chose their institution/study programme.
In the last few years, there has been a decline in the number of candidates to higher education — mainly due to demography — which created strong institutional competition. Therefore it is important to understand the reasons behind students' choices, perceived needs and aspirations and how students assess the capacity of different institutions/programmes to fulfil these. It is also relevant to understand how their choices may be conditioned by factors such as their socio-economic and cultural background, employability prospects, other available information, gender and type of institution and study programme.  相似文献

This paper addresses the positioning of science, technology, engineering and mathematics (STEM) outreach programmes within universities’ operations. Though universities in many respects form a rather homogenous international community, there is wide diversity in regard to the provision of STEM outreach by different institutions. To explain this diversity, a conceptual framework was developed by using the Theory of Legitimacy as an organising concept. The framework considers two opposing scenarios that form a continuum between them, namely: ‘top‐down’ initiative by the university governance versus ‘bottom‐up’ grass‐roots initiative. Using the Theory of Legitimacy, internal and external outreach relationships are characterised and explained under the two scenarios. The framework was applied to two settings chosen due to their essential differences in outreach provision, namely, Australia and Israel. The differences that were found in internal and external legitimacy provide a useful lens for examining the low‐performing, fragile system in Australia as compared with the high‐performing, thriving system in Israel.  相似文献

Research conducted during the past twenty-five years has consistently indicated that Australian universities are subject to considerable overseas influence in their staffing. It is not known to what extent this influence also extends to the staffing of the country's more recently established colleges of advanced education. This study looks at overseas staffing influence in schools and departments of Education in a sample of ten universities and ten colleges of advanced education in Australia. It compares the extent of such influence in these two different types of institutions and analyses its nature and scope in terms of particular types of qualifications and particular countries.  相似文献

With the decline in state and federal support for higher education continuing to plague colleges and universities across the U.S., many institutions are looking to increase the levels of support annually received from alumni and other constituencies. Research on alumni relations in American colleges and universities has historically focused on different factors related to charitable giving. Although this study has resulted in some valuable information for institutions to use for alumni involvement purposes, most of the research has not been able to produce a meaningful look into how alumni identify with their college or university after graduation. The purpose of this study is to assess how college and university alumni view their role with these institutions after graduation and how that perception relates to behaviors of support. An online survey was constructed to assess three dimensions of alumni role identity based upon previous research on the identification process of blood donation. This study took place through the alumni association at a large, public research university in the Midwest and found that those who displayed increased alumni role identity were more likely to support the university through joining the alumni association, attending university sponsored events and charitable giving. This study breaks ground for a new method of measuring the role of alumni within colleges and universities in efforts to increase support and ease the financial pressures of today’s institutions.  相似文献

In this article, we conduct a discourse analysis of the strategic plans of two universities, one from the global South and the other from the global North, to understand how the constitution of space and place reconfigures human experience in the two institutions. We argue that universities do not simply respond to dominant logics of globalization but are active participants in its production. We draw on feminist geographers to elaborate how these universities’ discourses of internationalization reify a division of higher education as local ‘place’ and globalization as abstract global space, ‘out there’. This imaginary spatiality obscures the work of the ‘local’ in producing the ‘global’ with important implications for the redefinition of the student-citizen, useful knowledge, and managerial practices.  相似文献

This article provides an analysis of the academic performance of higher education institutions (HEIs) in Vietnam with 50 universities and 50 colleges in 2011/12. The two-stage semiparametric data envelopment analysis is used to estimate the efficiency of HEIs and investigate the effects of various factors on their performance. The findings reveal that HEIs in the surveyed sample show that there are still potential avenues to improve their existing performance. There appears to be a difference in the efficiencies of public and private HEIs in the reported year. It is noted that the inefficiency of HEIs are not entirely a result of managerial performance, but also influenced by other factors such as location, age and the contribution of tuition fees. Our results are expected to provide more understanding of the operational efficiency of HEIs for educational managers and policymakers to find possible solutions to improve the performance of Vietnamese higher education.  相似文献

This study compares the explanatory power of two models of academic governance: dual and managerial control. The research is based on characterizations by chief academic officers of the primary decision-makers involved in 13 types of recurrent academic decisions. We examine change between responses to surveys fielded to US four-year colleges and universities in 2000 and 2012. We find limited support for the dual control and the managerial control models in both years. As an alternative to the two dominant conceptual models, we develop an empirically grounded classification based on multidimensional scaling and cluster analysis. In each year we find high faculty participation and management-dominant clusters. The other identified clusters do not map well onto either of the two dominant conceptual models. Given these results, we argue that configurational analysis should be used as a supplement to future studies monitoring the incidence of dual and managerial control in academic governance.  相似文献

The outcomes of surveys of ‘the student experience’ that are sector‐wide, such as the National Student Survey in the UK and the Course Experience Questionnaire in Australia, are of considerable significance for intending students and institutions. Whilst they may satisfy psychometric criteria, some aspects of their design have been submitted to less attention than they warrant. The use – or non‐use – of negatively stated items in, and aspects of response style following the administration of, such instruments are reviewed. An empirical study follows up some of the issues that are discussed. The article as a whole evidences grounds for both comfort and discomfort on the part of those who construct and administer such surveys.  相似文献

This paper is part of a program to study organisational effectiveness in higher educational institutions in the UK and Australia, and to compare the results with work conducted by Cameron (1981, 1986) in the USA. Cameron's work empirically derived and confirmed nine effectiveness dimensions and offered a typology of four institutional groups. In the UK, following surveys of the perceptions of senior academics and administrators concerning their own institutions, Lysons and Hatherly (1992, 1996) obtained results highly consistent with those of Cameron, and their analysis also supported a typology of four groups, namely classical redbrick universities, former polytechnics, former colleges of technology and 60's greenfield universities.An important further issue is the external validity of such effectiveness research particularly when discriminating between various categories of institutions. This paper uses data derived independently of the perceptual survey data to predict and confirm the taxonomy of four institutional groups already established in the prior UK research. These data come from the research ratings of the Universities Funding Council (UFC) and the Times Good University Guide. The Times data includes objective statistical data about each institution whilst the UFC ratings are based on the expert judgements of research assessment panels with representation from a range of institutions.The typology of four institutional groupings confirmed by the data analysed in this paper is consistent with the competing values explanations for organisational taxonomies (Quinn and Rohrbaugh 1983; Lysons 1993).  相似文献

This study examines changes in institutional research performance over time by analyzing data from four national surveys of the American professoriate conducted between 1969 and 1988. To assess whether groups of institutions may be accumulating advantage relative to others, research activities are compared across five Carnegie institution types. Weights are created to adjust for sampling differences and research output measures are standardized to adjust for variation by discipline. Findings show an overall strengthening of research emphasis reflected by a stronger orientation toward research (more faculty holding Ph.D.'s and having a primary interest in research) and higher research output (grant and publication performance). While Research-I universities have retained their initial (1969) advantage, they have not accumulated more. Meanwhile, Doctoral-Granting-I universities have gained strength relative to Research-II institutions. Research at Comprehensive-I was also up, but at a slower rate than the other Carnegie groups.  相似文献

New public management and increasing levels of competition driven by global rankings are bringing the managerial practices of public and private higher education institutions closer together. However, these two types of institutions still maintain different objectives and traditions and enjoy different degrees of autonomy that are reflected in their internal organisational structures. We study the relative efficiency and productivity performance of private and public universities in Spain through two adaptations of the Malmquist Index. Results show that, in 2009/2010, the greater flexibility of private universities meant a better adjustment between inputs and outputs in the private sector. However, in 2013/2014, public universities had caught up with private universities. Because of the economic crisis, the inputs of public universities have decreased, but this decrease had not fully impacted their results in 2013/2014.  相似文献

We investigate the main question of whether higher education institutions are able to increase their performance due to mergers, takeovers, or organizational restructuring. The problem of measuring performance when there are several “output” and “input” indicators can currently be solved by recourse to a proven data analysis method (data envelopment analysis, DEA). Two models are presented to assess the educational and research performance of universities. The DEA model, which is input orientated and has constant returns to scale, was used to perform calculations. To conduct a comparative analysis of groups of universities that are at various stages of the restructuring process, the study authors proposed several classifications of universities:
  • by number of consolidated and/or eliminated organizational units,

  • by period when restructuring was completed,

  • by type of restructuring mechanism, and

  • on the basis of whether technical colleges have been joined to the university in question.

We used nonparametric statistical methods for comparing averages to test the proposed hypotheses. Our study sample consisted of 132 universities whose parent agency is the Ministry of Education and Science of the Russian Federation. The authors did not discover that the performance of the universities deteriorated as a result of the restructuring process. It turned out that universities that actively participate in restructuring processes in fact increased their performance level relative to other universities.

The study did not reveal that institutions that are currently in the process of being merged with or taken over by other institutions experience a temporary decline and subsequent restoration of their performance level. The performed analysis did not confirm the hypothesis that universities that absorbed technical colleges experienced a drop in their performance level. The results of the study unanimously show that by 2015 universities made progress in bridging the gap with the performance level of their leading competitors compared to 2010. The authors are aware that the verification of the accuracy of the proposed arguments requires a more detailed study of the universities. Because many countries have already accumulated a large amount of experience in how to restructure institutions of higher education, the results of the present study of the restructuring of Russian universities make it possible to draw comparisons as well as to use the developed theoretical concepts to explain and predict the possible consequences of using various restructuring mechanisms. The study is based on the widely accepted method of data envelopment analysis. This article represents the first time that this method has been used to benchmark university performance over time.  相似文献
