论新医改背景下公立医院人事制度改革   总被引:1,自引:0,他引:1  
2009年我国深化医药卫生体制改革全面启动。新医改对公立医院试点改革给出了坚持公益性的命题。目前,制药人事制度改革的主要难点是人员配置和流动机制不科学、绩效考核制度滞后、分配制度过于强调经济利益等。以此为切入点,文章探索工作岗位定岗、岗位轮转培训、人才队伍建设、绩效管理等公立医院人事制度的改革途径。  相似文献

教育公平与效率缺一不可,必须认真改革旧的福利教育制度,实行混合型的多元教育体系;受教育权利是公民的一项基本的社会福利,公民的教育福利不能削弱,只能加强。简而言之,福利教育如果不加以改革,教育就会没有效率;忽视公民的教育福利,教育就会失去公平正义。  相似文献

国家决定从2010年1月1日起高校执行岗位绩效工资制度。由于制度设计本身的问题和在实践中的阻力,改革进展并不如意。改革中存在岗位管理未完全实现、分配模式单一,绩效考核流于形式等问题。该制度需要在科学设置岗位,岗位聘任与考核、平衡和协调好各类岗位人员,针对不同岗位实行不同绩效工资分配模式等方面进一步完善。  相似文献

课程建设与改革是提高教学质量的核心,也是教学改革的重点和难点。近年来,许多高职院校以职业能力为本位,对人才培养模式、课程设置等进行大胆改革实践和探索,推动了教学改革和人才培养质量的提高。我院在国际贸易专业的改革中重点突出了学生中英双语的职业能力培养,在一些课程试行了双语教学。基于实践,我们认为:在国贸专业采用双语教学存在着独一无二的优势,同时也暴露出一些问题。笔者认为,这些弊端的解决有赖于建立双语师资培训体系和教学监督体系,提高学生学习能力以及编纂相关双语教材。  相似文献

福利依赖现象的出现给社会和个人都带来了明显的负面效应。面对越来越多的福利依赖者和越来越严重的福利依赖现象,政府和各界人士都给予了高度的关注。在西方福利国家面临巨大挑战背景下产生的发展型社会政策就给我国防范和治理福利依赖问题提供了一些思路。在充分发挥政府在福利提供方面的作用的同时,还应注重个人和企业作用的发挥,使其担负起各自的社会责任。此外,加强对社会人力资本的投入,建立社会投资国家,加快公民社会的复兴和现代社区的建构,重构福利依赖者的社会支持网络,重塑他们对生活的信心,这在一定程度上也能成为解决福利依赖问题的措施。  相似文献

在我国福利政策和福利行政体系不完善的情况下,通过分析我国中央和地方流动儿童政策的现状,分析影响流动儿童福利政策制定、执行等环节的因素,了解到流动儿童福利在我国尚未得到社会及政府足够重视,国家缺乏专门的流动儿童福利机制。因而,要从影响流动儿童福利的家庭、学校、社区和立法因素出发,从流动儿童中、长期发展的战略高度致力于对流动儿童福利政策的顶层设计,对人力资本的投资、就业支持和人文关怀的具体政策设计,努力构建有利于流动儿童发展的社会福利政策新模式。  相似文献

The literature on performance improvement provides limited information for using feedback loops as part of the performance improvement process. Information regarding feedforward loops, as applied to performance improvement efforts, remains scarce. This article focuses on applying strategic feedback and feedforward loops for the purpose of performance improvement in a dynamic environment. Introducing strategic feedback and feedforward loops, at the process and subprocess levels, performance improvement could be obtained while operating in a dynamic environment.  相似文献

This article presents the training and performance improvement approach, performance templates (P‐T), and provides empirical evidence to support the efficacy of P‐T. This approach involves a partnership among managers, trainers, and employees in the creation, use, and improvement of guides to affect the performance of critical tasks in the operating environment. The P‐T approach requires much involvement and hands‐on activities by training participants, and, as a result, training groups are not large. Given that limitation, a comparison of employees trained with P‐T methods and employees trained in more conventional methods indicates that the P‐T approach can lead to improved performance to some extent over a fairly short period.  相似文献

Educational reform in Australia recognizes the need for an effective teacher evaluation system but has fallen short of actually prescribing one. Current practice does not align to policy intent, with teacher evaluation largely an exercise in compliance around performance management as opposed to a process that promotes evaluative thinking, continuous improvement and connection to student outcomes. The recent introduction of the Australian Professional Standards for Teaching has gone some way to providing a common language and the idea of a nationally acceptable pathway for teacher development and performance. Nonetheless, two things are missing in the Australian context: the privileging of developing evaluative mindsets in teachers and school leaders and the tools and methods that provide the ‘how’ of evaluation and support this thinking. Situated against a period of reform in Australia’s diverse federal and multi-sectoral education system, this article first provides an analytical review of the Australian approach to teacher evaluation. It then presents two innovative approaches that support the process of evaluation and the broader information needs of an evaluation system while developing teachers’ and school leaders’ evaluative thinking which engages evidence-informed change and ultimately more sustainable outcomes for the education system.  相似文献

The practice of performance improvement requires measuring before and after conditions to determine if changes have occurred as a result of an intervention. Understanding how to take, make, interpret, and use measurements can go a long way toward improving performance improvement work and improving conditions for clients. This article documents the use of the screening and formative observation instruments of the Florida Performance Measurement System; a system whose content validity, reliability, and predictive validity has been established for use in evaluating beginning, certified, and master teachers. A videotaped lesson, taught by the Secretary of Education, William Bennett, was coded and the data analyzed by reference to the norms of high school teacher performance in Florida. The specific strengths and areas of potential improvement of the teacher's performance are identified and constructive changes in performance suggested.  相似文献

Exploiting variation in welfare reform across states and over time and using relevant comparison groups, this study estimates the effects of welfare reform on an important source of human capital acquisition among women at risk for relying on welfare: vocational education and training. The results suggest that welfare reform reduced enrollment in full-time vocational education and had no significant effects on part-time vocational education or participation in other types of work-related courses, though there appears to be considerable heterogeneity across states with respect to the strictness of educational policy and the strength of work incentives under welfare reform. In addition, we find evidence of heterogeneous effects by prior educational attainment. We find no evidence that the previously observed negative effects of welfare reform on formal education (including college enrollment), which we replicated in this study, have been offset by increases in vocational education and training.  相似文献

Little is known about the effects of the most recent welfare reform initiatives--which include work mandates, time limits, and enhanced earnings disregards--on children's outcomes. This is partly because the ways in which maternal employment and income affect children more generally are not well understood. This article describes the effects on child development of the Minnesota Family Investment Program (MFIP), a welfare program that began prior to 1996 federal welfare reform legislation. The present study utilized MFIP's unique, three-group research design to untangle the effects of different components of the program, and, in turn, discover how each component's effects on parents' income or employment affected children's development. This study's findings showed that MFIP increased employment rates and decreased poverty and, according to reports from mothers, children were less likely to exhibit problem behaviors and more likely to perform better and be more highly engaged in school. These findings, based on a total of 879 participants, bolster the long-standing literature that has associated poverty with worse outcomes for children by confirming, in a rigorous experiment, that incremental increases in income for working poor parents bring benefits to children.  相似文献
