Numerous economic studies have shown a strong positive correlation between health and years of schooling. The question at the centre of this research is whether the correlation between health and education represents a causal relation. This paper uses changes in compulsory schooling laws in the United Kingdom to test this hypothesis. Multiple measures of overall health are used. The results provide evidence of a causal relation running from more schooling to better health which is much larger than standard regression estimates suggest.  相似文献

During the postwar period German states pursued policies to increase the share of young Germans obtaining a university entrance diploma (Abitur) by building more academic track schools, but the timing of educational expansion differed between states. This creates exogenous variation in the availability of upper secondary schooling, which allows estimating the causal effect of education on health behaviors. Using the number of academic track schools in a state as an instrumental variable for years of schooling, we investigate the causal effect of schooling on health behavior such as smoking and related outcomes such as obesity. We find large and robust negative effects of education on smoking for women. These effects can mostly be attributed to reductions in starting rates rather than increases in quitting rates. We also find large negative effects of education on smoking for men. However, the precision of these is not robust to sample specification changes and results for men should thus be interpreted with caution. We find no causal effect of education on reduced overweight and obesity.  相似文献

The paper presents a systematic taxonomy of research areas in the economics of education and gives a number of key topics that deserve more research attention in the future. Emphasis is put on documenting the unit cost of education at different schooling levels and curriculum types, along with the learning and earning outcomes of education. Evidence on the costs and benefits, from both the private and the social point of view, can lead to efficiency and equity assessments of an educational system. Among topics where the research effort should be intensified are the screening hypothesis, measuring education externalities and the quality of schooling.  相似文献

I investigate the role of education on health, using country-level data and the production frontier framework suggested by the World Health Organization (WHO) to assess performances of health care systems. I find that the impact of human capital on health is much smaller than suggested by the WHO frontier model, and the relationship exhibits diminishing return in the observed range of education. Taking into account the heterogeneity in this relationship generates a different ranking of the efficiency of health care systems internationally. This suggests that the method currently used by the WHO favors health care systems operating in countries that underinvested in education in the past.  相似文献

The inadequacy of present-day public school financial and performance reporting restricts policymakers. With existing spending and activity information now generally available, public officials can determine only overall education resource levels and make allocative decisions only among gross input categories such as relative amounts of labor and materials. If policymakers knew with greater precision for what activities school resources were actually employed and could systematically link resources to results, the consequence might well be greater (a) knowledge regarding schooling and progress toward an “education production function,” (b) distributional equity of educational resources, and (c) opportunity for informed public discussion of education.  相似文献

We examine the impact of recent policy on the nature of competition within English higher education (HE) for students. Revisions made to the method of allocating Higher Education Funding Council for England (HEFCE) teaching funds and the introduction of performance monitoring and targeted recruitment premiums have changed the incentives facing higher education institutions (HEI)s when designing recruitment strategies. We consider the extent to which the experience of similar market-based reforms on the English secondary schooling system is being replicated in HE. Promoting increased competition by comparison was advocated as a means of stimulating greater allocative, technical and dynamic efficiency in both schools and universities. Similarly, relaxing institutions' capacity constraints and introducing targeted financial incentives have been touted as effective mech-anisms to assist the attainment of policy objectives. However, the experience of market-based reforms of state secondary schooling indicates that dysfunctional responses occur and that the overall impact on market behaviour is more complex than anticipated. We consider whether similar processes are evolving in HE.  相似文献

In this paper I estimate the relationship between school quality and mortality. Although many studies have linked the quantity of education to health outcomes, the effect of school quality on health has yet to be examined. I construct synthetic birth cohorts and relate the quality of education they attained to their mortality rates. I find that there is a statistically significant relationship between the mortality–schooling gradients, which depict the return to a year of schooling, and the length of school term and relative teacher wage. For instance, increasing the relative teacher wage by one standard deviation results in about 1.9 less deaths per 1000 people per extra year of education. My results suggest that one way to improve the health of the population is to improve school quality.  相似文献

The empirical link between education and health is firmly established. Numerous studies document that higher levels of education are positively associated with longer life and better health throughout the lifespan.But measuring the causal links between education and health is a more challenging task. Aside from the typical econometric concerns about measurement error, functional form, and sampling properties, measuring the causal impact of education on health is confounded by the likely causal effect of health on education, and vice versa. Concerns about ‘missing’ variables that affect both the accumulation of human capital and the health capital - such as measures of individual discount rates - also make causality difficult to measure.Despite the difficulties, there has been a marked surge over the last decade in the number of empirical studies attempting to estimate the causal links between education and health. This survey reviews recent empirical evidence on the topic. Following the bifurcation in the literature, we split the survey into two pieces. First, we review the evidence of the effect of education on health. The vast majority of work in this area focuses on schooling up through college and its effect on adult health, including longevity. Second, we review the evidence of the effect of health on education, including health shocks in the womb and their effects on educational attainment. Rather than attempting a comprehensive review, our focus is to highlight relatively recent research.  相似文献

This essay offers a bird's eye view of new directions in the economics of education. An increasing awareness of the socialization function of education, of the screening hypothesis, of the ‘incomplete’ employment contract and of labour market segmentation is leading, it is argued, to a picture of the economic value of schooling which is simply miles removed from the old-fashioned belief that education enhances cognitive knowledge and that employers pay educated people more because they know more. The new way of looking at the economic value of schooling is illustrated by the example of youth training and work experience programmes.  相似文献

This paper uses a historical perspective to analyse the impact on the school curriculum of the return of Hong Kong to Chinese sovereignty. Whilst the transition has relaxed the criteria used by the state to select school knowledge, it has occurred at a time when the selective and allocative role of schooling has become paramount. Consequently, the transition has had a significant impact on the intended curriculum as a result of attempts by the departing colonial government to reform the curriculum. However, these reforms have had a limited impact on the implemented curriculum, which has been more strongly influenced by the emergence of a market in which schools compete for academically more able pupils.  相似文献

Health is related to individual educational attainment and literacy status; yet education and literacy do not guarantee health knowledge. Prior research studies health knowledge, formal schooling, and literacy as one entity, neglecting crucial differences. Using Demographic and Health Surveys from 27 sub-Saharan African countries, we examine these three pathways to gaining information, acknowledging each is distinct in target population, content, and delivery method, and uniquely contributes to health outcomes for women and children. Overall, all three pathways increase health outcomes, though health-specific knowledge could address the cultural and financial barriers that often come between women and formal schooling.  相似文献

In this paper, we study the connection between growth and human capital in a convergence regression for the panel of Italian regions. We include measures of average primary, secondary and tertiary education. We find that increased education seems to contribute to growth only in the South. Decomposing total schooling into its three constituent parts, we find that only primary education in the South seems to be important, while tertiary education seems to have a negative impact on regional growth. Our main results are robust to the inclusion of additional variables in the regression analysis and the use of an IV estimator. Overall, this study suggests that Italian growth benefited from the elimination of illiteracy in the South, mainly in the 60s. It also suggests a possible relationship between the level of development of an economy and returns to different levels of education, with Italian regions still far from being able to capture the positive returns from higher levels of education.  相似文献

This study uses household survey data to estimate determinants of schooling in Uganda, with a model that includes the price of school. Uganda's universal education policy offered free tuition, fees, and supplies to up to four children per family, including two daughters. The empirical method includes an estimation of a child-specific price of schooling. Despite widespread subsidies, the cost of primary school remained an obstacle under this policy, but the effects of price were similar for boys and girls. Regressions by wealth quintile estimate nonlinear effects of wealth and price, suggesting that there are opportunities to expand education through targeted cash transfer and subsidy policies.  相似文献

This paper analyzes recent household survey data from Gansu, a less developed province in Northwest China, to examine school attainment in a poor rural area of China. Censored ordered probit regressions are used to estimate the determinants of years of schooling. Child nutritional status, as measured by height-for-age Z-scores, and household income have positive effects on completed years of schooling. Mothers’ education and attitudes toward children's education also have strong effects. Children of mothers with 6 years of primary education will go to school 1.4 years longer than their counterparts whose mothers who have no education. Science labs in lower secondary schools appear to have positive impacts; providing a science lab is estimated to extend years of schooling by 1.8 years. Finally, teachers’ experience in lower secondary schools also has a strong positive impact on school attainment.  相似文献

Previous work shows that higher levels of education quality (as measured by international student achievement tests) increase growth rates of national income. This paper begins by confirming those findings in an analysis involving more countries over more time with additional controls. We then use the panel structure of our data to assess whether the mechanism by which education quality appears to improve per capita income levels is through shifting the level of the production function (probably not), through increasing the impact of an additional year of education (probably not), or through increasing a country's rate of technological progress (very likely). Mortality rates complement income levels as indicators of national well-being, and we extend our panel models to show that improved education quality increases the rate of decline in infant mortality. In the analysis of growth, we find a stronger impact of education quality and of years of schooling in open than in closed economies.  相似文献

This paper highlights patterns in school enrollment indicators that affect the efficiency and effectiveness of education systems in a set of low-income countries: those that have expanded access quickly in the last decade or two, but have not yet absorbed that expansion efficiently. Although the patterns in these indicators are observable in the first few years of schooling, they could constitute a cause of low learning outcomes at the end of primary school. The data show strong empirical relationships between an early primary enrollment bulge, low levels of pre-primary participation, and poor performance on early grade cognitive skills. This work does not attribute causal precedence to these patterns but instead argues that the indicators are reflections of each other, constituting a “knot” of issues undermining the foundations of the affected education systems. The article presents some of the cost implications and suggests that many countries are already paying for pre-primary education without realizing it.  相似文献

This paper studies the optimal allocation of resources – in terms of school management, teachers, supporting employees and materials – in secondary schools. We use a flexible budget constrained output distance function model to estimate both technical and allocative efficiency scores for 448 Dutch secondary schools between 2002 and 2007. The results indicate that the average technical efficiency amounts to about 78 percent, implying that, with the given resources, schools could improve students’ educational performance by 28 percent. In terms of allocative efficiency, we estimate a 0.65 percent overutilization of teachers while management and supporting personnel are underutilized. The outcomes indicate that, despite the significant variation among schools, the average school is close to the optimal allocation of teachers.  相似文献

This paper adds a measure of school costs to the model of determinants of schooling. Costs are estimated with controls for selection into school and the possibility of receiving free primary education (FPE). Controlling for costs, household wealth has a large, positive effect on primary school attendance with greater income elasticity for girls than boys. Girls’ attendance also depends on opportunity costs generated by providing child care for younger siblings and living on a family farm. Policies that increase household resources and reduce opportunity costs are recommended to complement free primary education.  相似文献

This article examines whether focusing primarily on public schooling can lead to more rapid achievement of universal basic education (UBE) than relying on a mixture of public and private schooling. Through a structured, focused comparison, we find China's greater emphasis on public schooling has contributed to higher enrollment, attendance, graduation rates, gender parity, and proportion of students entering higher education than India, the country with the world's largest private sector in primary and secondary education. This comparison suggests that greater emphasis on public schooling in developing countries may lead to more rapid UBE attainment than encouraging privatization.  相似文献
