提高教师资源配置效率对学校降低教育成本、优化教育教学质量、建设高素质教师队伍具有重要意义。对西北民族地区农村义务教育学校教师资源配置状况进行实证调查,从教师结构、生师比、教师编制等方面分析了样本学校在教师资源配置方面存在的问题。在此基础上,从合理核定教师编制标准,深化学校人事制度改革,全面实施教师聘任制,建立适应民族地区学校需求的教师培训机制,保障教师工资福利收入,改善医疗、保险、住房待遇,继续推进学校布局调整,发展寄宿制学校等方面提出优化西北民族地区农村义务教育学校教师资源的建议。  相似文献

从"产权联合、资源优化配置、优势互补"等重要方面对浙江省台洲市椒江区的"教育股份制"的制度优势进行重新思考,为中国民办教育的健康发展提供了新的视角。通过分析学校产权的结构化特征,可以获得三个重要结论:第一,一元产权结构对于建立和完善现代学校法人治理结构存在制度上的缺陷;第二,多元产权结构更有利于民办学校实现教育资源的优化配置;第三,在学校多元产权结构中考虑校长及教师的人力资源的价值,更有利于保障学校产权的制度效率。  相似文献

当前我国正在加快普及高中阶段教育,探讨教育资源在高中阶段的资源配置,即教育资源在普通高中和中等职业教育之间的配置,对于优化资源配置,保证普及高中阶段教育的质量都有着重要的意义。鉴于两类教育在经费、师资数量和质量等教育资源配置方面存在的差异,政府应该加大对普通高中教育的投入,保持预算内经费的持续稳定增长,加强师资队伍建设,中等职业教育也要走多渠道筹措资金的发展道路。  相似文献

本文通过多元Logit回归模型对北京市中小学教师收入的影响因素进行了实证分析。研究结果表明,中小学教师内部存在明显的收入差异;教师教龄、职称、荣誉称号、行政职务、班主任岗位、学校办学质量、学校所处地理位置以及办学层级对教师收入影响显著。在研究结果基础上提出:要提高中小学校班主任津贴补助;优化校内津贴分配制度,平衡学校中层干部与普通教师的工资差距;建立公平的教育资源分配制度,缩小教师收入的城乡差异和校际差异;调整工资结构,进一步强化国家和省(市)政府教师工资统筹的责任。  相似文献

When the National Literacy Strategy was introduced into English primary schools it aimed, among other things, to raise standards of reading and, in so doing, to improve children's ability to use textual sources to enhance their wider learning and enjoyment. We propose that success in achieving these is likely to be affected by the way in which school resources are allocated between staffing and learning resources, in particular books and other text-based media. Consequently, this article investigates school policies towards book provision. Using evidence from inspections of 6150 primary schools, questionnaire returns from head teachers in 540 primary schools and individual interviews with primary teachers, we argue that book provision is a significant factor in the success of a literacy strategy. The findings also indicate, more widely, that appropriate decisions on the allocation of school resources are an important component of curriculum policy.  相似文献

Abstract

Given that education quality has long lagged behind in China’s rural schools, one-way “partner assistance” no longer conforms to the new situation of integrated urban-rural governance and the equalization of public services. Only two-way “exchange and rotation” with full participation can truly support schools and teachers in disadvantaged areas. All teachers should participate in exchange and rotation to ensure a balanced allocation of resources and achieve equity in education. Achieving the goal of two-way exchange and rotation for both urban and rural areas requires scientific decision-making and step-by-step promotion. Moreover, prejudice and discrimination must be eliminated. Various supporting measures should also be included, such as guaranteeing the equitable and rational primary allocation of education resources, and addressing the issues of teacher transportation, housing, and children’s education. Other supporting measures include encouraging more diverse teachers to participate in exchange and rotation, and shifting the management center of gravity downward.  相似文献

A rich body of research on streaming or tracking conducted mainly in the USA and UK suggests that teachers have lower expectations of students in lower education streams and adapt their curriculum and pedagogy in line with such expectations. Recent large‐scale quantitative research conducted in Flanders (Belgium) shows that teachers teaching in lower status technical/vocational streams share a lower ‘study culture’ and perceive their students as less teachable than teachers teaching higher status general education students, which in turn influences students’ educational outcomes. This research builds on these studies by using data from qualitative interviews with secondary school teachers in two Flemish secondary schools to explore teachers’ perceptions of students in different streams and their adaptations in terms of curriculum and pedagogy. In addition, the relationship between students’ educational achievement and stream allocation is analysed using survey data collected in these two Flemish schools. The results further support the findings of research in this area but also suggest that stratification occurs within streams. Furthermore, students from different streams are perceived to value different forms of cultural and social capital, suggesting the prevalence of social class cultures in different streams. The conclusions discuss implications for further research on streaming or tracking in (Flemish) secondary schools.  相似文献

我国中小学教职工编制管理现状呈现出管理权过于集中、虚超编、编制过紧、结构性缺编、有编不补、附加编制低、城乡标准不统一等特点和弊端。这导致了制约地方发展教育事业的积极性和创造性、广大中小学校无法补充新教师、部分学科教师紧缺、学校日程管理缺乏弹性、教师工作压力大、阻碍教师持续专业发展和教师人力资源配置低效等问题。对上述问题的破解,涉及到创新教师编制管理体制、提高编制标准、统一城乡标准、提高附加编制比例、杜绝“有编不补”、建立教师退出机制、深化学校后勤社会化改革、增设专业教师编制等一系列举措。  相似文献

自《科尔曼报告》公布至今已经过去了半个世纪,但对于学生学业成绩来说,学校投入与家庭投入哪个更重要的问题在国内外学术界依然没有达成共识。本文利用我国东部和中部5省16个城市中小学校大规模测评数据,采用广义教育生产函数方法,运用两水平线性模型,分析了学校投入和家庭投入要素对教育产出(以学生学业成绩为代理变量)的影响效应。同时,采用Shapley值和Owen值分解技术,识别出对学校教育产出有较大影响的投入要素,得出以下4个方面结论:第一,除生师比之外,办学条件和教师质量等学校投入要素对教育产出结果有显著的正效应。第二,父母参与、父母教育期望等家庭投入要素对教育产出结果有显著的正效应。第三,对于小学平均学业成绩而言,来自家庭的相关投入更重要;对于初中平均学业成绩而言,则是来自学校的相关投入更为重要。第四,相比学校办学条件,教师质量对中小学校平均学业成绩变异的贡献度更大;而且,相比小学,教师质量对初中学校平均学业成绩变异的贡献度更大。基于实证研究结论,提出提高我国中小学教育生产效率的5点建议:一是调整义务教育资源配置结构,优先保障初中阶段学校教育投入;二是改善义务教育阶段教师的工资待遇和工作环境,以吸引更多高素质人才投入义务教育事业;三是通过校外教师专业发展培训、校本教研合作等途径切实提高教师队伍的教学策略水平,尤其要重视提高初中教师的教学策略水平;四是政府和相关部门应尽快出台有关家庭教育的制度规范,强化父母在家庭教育中的主体责任,督促父母积极参与子女教育生产过程;五是学校和社区应广泛开展家庭教育讲座和家庭教育实践培训活动,引导家长树立正确的家庭教育观,掌握科学的养育子女的方法,以提高学校教育和家庭教育联合生产的效率。  相似文献

ABSTRACT

The aim of this study is to enable teachers to evaluate the crisis management skills of the administrators in terms of school development. The study has been carried out on a sample group consisting of 376 teachers (sample) working in 10 secondary schools and high schools. The study is a survey research based on the use of a quantitative method. In this survey, the scale of “the evaluation of the crisis management skills of the school administrators by teachers in terms of school development (OGAÖTDÖ)” developed by Tokel has been used. In addition, it has been analysed with the independent ANOVA test to determine whether or not it differs according to the factor of professional branches. When the research findings are examined, it has been determined that teachers answer positively to the question directed about crisis management skills of school administrators (X ? = 3.52) on disability services. As a result, it has been concluded that school administrators have adequate crisis management skills and they need a reputation for the quality.  相似文献

In the UK there has been strong governmental pressure on schools to adopt a technicist‐rational approach to management. This paper reports an investigation of the relationship between the efficiency of resource management and school effectiveness using data from 117 secondary school inspection reports undertaken by the Office for Standards in Education (OFSTED). School effectiveness is assessed in terms of qualitative and quantitative measures of the quality of learning and teaching reported by inspectors. Quantitative indicators of the extent to which schools are assessed as ‘efficient’ in managing resources were derived. Statistical analysis suggests a positive association between school effectiveness and rational management practice.  相似文献

教师校际交流是促进县域内义务教育学校教师均衡配置,保证教育公平的关键。福建省选择11个试点地区开展"教师人事关系收归县管,实施教师校际交流工作"探索,课题组对试点工作展开调研。通过调查结果分析,试点工作的制约因素主要表现在政策落实情况不一,配套政策不完善,尤其是缺乏具体的、可操作的政策支持。教师思想认识不够到位,主动参与交流的意愿较弱,校际之间存在的其他差异如职业声望、社会评价、总体收入等制约教师交流。  相似文献

调查发现,甘肃省肃南裕固族自治县中小学校本课程开发主要采用国家课程的校本化实施方式,独立的校本课程尚未出现。校本课程开发中存在着思想认识不到位、教师的能力和精力欠缺、管理力度不足、信息缺乏、现代化的教学条件差等问题。转变观念、充分利用国家的各项优惠政策、积极争取外援、加强有效管理、充分开发丰富的课程资源、提高教师的技术水平和现代化教育技术装备水平是促进裕固族自治县校本课程开发的基本措施。  相似文献

Abstract

Significant differences in perceptions between teachers in primary and secondary grant‐maintained schools are reported and analysed. Parents were more frequently involved in promoting opting‐out in primary schools, primary teachers had more favourable attitudes to the grant‐maintained school policy and, in primary schools, grant‐maintained status delivered improvements in classroom conditions, most notably reduced class size and increased para‐professional support in classrooms. The findings are discussed in terms of the management of primary schools, of theorising about reputation management in grant‐maintained schools, and of the explicit objectives of the grant‐maintained policy. It is further suggested that the evidence provided about grant‐maintained primary schools could be used to inject new life into a policy faltering in secondary schools.  相似文献

本研究通过问卷和访谈相结合的方法对平凉市崆峒区农村小学师资现状进行抽样调查与分析。结果表明,第一,教师学历和资格基本达标,达到基层学校对教师从教资格的基本要求,但是学历结构有待提升;从教龄和职称分布情况看,中青年教师比例偏少,出现两极化现象,优质教师资源流失情况较为严重。第二,教师普遍感觉工作压力大,身心俱疲,力不从心。第三,教师专业发展意识淡漠,对工作环境、工资待遇、专业发展模式、职业满意度较低。针对以上问题,本文从教师资源配置、管理理念转变、教育资源整合以及加大教育资金投入等几个方面提出了相应建议。  相似文献
