Science, technology and innovation (STI) policy is shaped by persistent framings that arise from historical context. Two established frames are identified as co-existing and dominant in contemporary innovation policy discussions. The first frame is identified as beginning with a Post-World War II institutionalisation of government support for science and R&D with the presumption that this would contribute to growth and address market failure in private provision of new knowledge. The second frame emerged in the 1980s globalising world and its emphasis on competitiveness which is shaped by the national systems of innovation for knowledge creation and commercialisation. STI policy focuses on building links, clusters and networks, and on stimulating learning between elements in the systems, and enabling entrepreneurship. A third frame linked to contemporary social and environmental challenges such as the Sustainable Development Goals and calling for transformative change is identified and distinguished from the two earlier frames. Transformation refers to socio-technical system change as conceptualised in the sustainability transitions literature. The nature of this third framing is examined with the aim of identifying its key features and its potential for provoking a re-examination of the earlier two frames. One key feature is its focus on experimentation, and the argument that the Global South does not need to play catch-up to follow the transformation model of the Global North. It is argued that all three frames are relevant for policymaking, but exploring options for transformative innovation policy should be a priority.  相似文献

In the past decade, the literature on transitions toward sustainable socio-technical systems has made a considerable contribution in understanding the complex and multi-dimensional shifts considered necessary to adapt societies and economies to sustainable modes of production and consumption. However, transition analyses have often neglected where transitions take place, and the spatial configurations and dynamics of the networks within which transitions evolve. A more explicit spatial perspective on sustainability transitions contributes to the extant transitions literature in three ways. Firstly it provides a contextualization on the limited territorial sensitivity of existing literature. Secondly, it explicitly acknowledges and investigates diversity in transition processes, which follows from a ‘natural’ variety in institutional conditions, networks, actor strategies and resources across space. Thirdly, it encompasses not only greater emphasis but also an opportunity to connect to a body of literature geared to understanding the international, trans-local nature of transition dynamics. Concerned with the prevalent lack of attention for the spatial dimensions of sustainability transitions in most studies, this paper seeks to unpick and make explicit sustainability transition geographies from the vantage point of economic geography. The paper argues that there are two interrelated problems requiring attention: the institutional embeddedness of socio-technical development processes within specific territorial spaces, and an explicit multi-scalar conception of socio-technical trajectories. Following these arguments, the paper concludes that transitions research would do well to take a closer look at the geographical unevenness of transition processes from the perspective of global networks and local nodes.  相似文献

A major proportion of the world’s population will be located in cities by 2030. With cities globally facing challenges due to the social exclusion of significant proportions of their populace, new thinking is needed on ways to correlate the competing socio-economic goals of various actors. This study sought to uncover the link between governance in cities as an innovation process and socio-economic regime transition towards a more equitable urban society. To do so, we draw on transition management thinking to consider urban regime transitions evolving in a temporal and incremental manner and in a multi-level context. We sought expansion from a delimited focus on socio-technical regimes in transition management literature to incorporate the notion of urban socio-economic regimes. This involved integrating aspects of reflexive governance and politics in a city context with a basic ontology of complex social systems and their evolutionary dynamics that underlies transition management approaches. Our focus is on learning by doing and experimentation as well as participation of citizens with other key city actors in a radically new process of mutual learning that creates social inclusion. The juxtaposition of national, city and community level interactions and their impact on socio-economic regime transition brings into sharp relief the issue of spatial scale and a lack of consideration in transition approaches generally. The study findings reveal a spatial orientation for creating new urban forms of reflexive governance as an innovation process taking place in transition arenas that can trigger new pathways to socio-economic change.  相似文献

京津冀、长江三角洲和粤港澳大湾区3个东部超大城市群是我国经济增长的核心引擎。高速发展伴随的高强度人类活动给城市群的生态环境带来巨大压力,严重影响了城市群的可持续发展。研究基于多维生态环境数据,分析了3个超大城市群生态质量、环境质量、资源能源利用效率和生态环境治理能力4个维度20年来的生态环境演变历程,评估了国家和地方层面环境政策和举措的成效。结果显示:2000年以来,3个超大城市群的生态用地稳中有增,生态系统服务能力持续提升;大气环境质量明显改善,水环境质量不断提升;资源能源利用效率大幅提高,单位国内生产总值(GDP)污染排放明显下降;生态环境基础设施日趋完善,生态环境治理能力持续增强。《国家环境保护“十五”计划》《“十三五”生态环境保护规划》等的实施对城市群生态保护和大气、水及固体废物等污染的防治作用显著。研究讨论了超大城市群生态环境存在的主要问题,提出了对应的保护发展对策,为超大城市群后续生态文明建设和高质量可持续发展提供了科学依据。  相似文献

This paper presents an analytical framework for assessing the emergence of a new policy paradigm labelled “transformative innovation policy”, which can be seen as layered upon, but not fully replacing, earlier policy paradigms of science and technology policy and innovation systems policy. The paper establishes conceptual diversity in this emerging policy paradigm. Despite a common agenda for transformative change, there are notable differences concerning the understanding of the innovation process. Two global initiatives to promote such new innovation policies, Mission Innovation and the Global Covenant of Mayors for Climate and Energy, are used to illustrate how different articulations of transformative innovation policy are expressed in practice. These may be seen as a positive expression of the breadth of the emerging policy paradigm. While there are grounds for such a positive reading, this paper ends with a caution by stressing the political nature of paradigm change and the strong legacy of an economic, firm-centred and technology-oriented tradition in innovation policy. It makes a plea for more emphasis on a broader conceptualization of transformative innovation, and suggests that a socio-technical understanding of innovation provides several appropriate analytical concepts that can help to shape our thinking and understanding of transformative innovation policy.  相似文献

We propose a conceptual framework to analyze technology adoption in mega infrastructure projects, and assess their potential to innovating large socio-technical systems. Drawing on an in-depth empirical analysis of Heathrow airport's Terminal 5 project, we find that innovation hinges on technology adoption decisions that are governed systematically by two intertwined determinants - assessment of expected profitability and development of absorptive capacity, both of which are distributed across various interdependent actors. On an ad hoc basis, technological decisions are also affected by other factors, namely attitudes toward risk, politics, and (lack of) established standards. We reveal how a schedule-driven project framing creates an underlying boundary condition that constrains the longitudinal process of building a ‘whole collective’ with capacity to absorb new technologies. The innovation potential of mega projects is thus subjected to a fundamental, unifying tension: on the one hand, they offer a one-off opportunity to invest in cutting-edge technologies and innovate socio-technical systems; on the other hand, project stakeholders have limited time to develop capacity to absorb novel technologies and negotiate differences on assessments of profitability and risk. Stakeholders may therefore be compelled to agree to adopt proven technologies upfront to reduce uncertainty and mitigate risks, thus limiting the innovation potential of new infrastructure development.  相似文献

Understanding how policymaking processes can influence the rate and direction of socio-technical change towards sustainability is an important, yet underexplored research agenda in the field of sustainability transitions. Some studies have sought to explain how individual policy instruments can influence transitions, and the politics surrounding this process. We argue that such individual policy instruments can cause wider feedback mechanisms that influence not only their own future development, but also other instruments in the same area. Consequently, by extending the scope of analysis to that of a policy mix allows us to account for multiple policy effects on socio-technical change and resultant feedback mechanisms influencing the policy processes that underpin further policy mix change. This paper takes a first step in this regard by combining policy studies and innovation studies literatures to conceptualise the co-evolutionary dynamics of policy mixes and socio-technical systems. We focus on policy processes to help explain how policy mixes influence socio-technical change, and how changes in the socio-technical system also shape the evolution of the policy mix. To do so we draw on insights from the policy feedback literature, and propose a novel conceptual framework. The framework highlights that policy mixes aiming to foster sustainability transitions need to be designed to create incentives for beneficiaries to mobilise further support, while overcoming a number of prevailing challenges which may undermine political support over time. In the paper, we illustrate the framework using the example of the zero carbon homes policy mix in the UK. We conclude with deriving research and policy implications for analysing and designing dynamic policy mixes for sustainability transitions.  相似文献

颠覆性技术为后发国家技术突袭和弯道超车提供了抓手,探索其保护空间的协同治理框架对科技强国建设和创新治理发展具有重要意义。鉴于颠覆性技术保护空间现有研究中治理框架的不足,在社会-技术系统转型理论的基础上,通过结合三螺旋系统和政策干预多级效应,研究了颠覆性技术保护空间的多元治理主体及其互动、多层次治理过程及其政治进程、多情境协同模式及其治理结构,构建了颠覆性技术保护空间的协同治理框架,为政府和非政府主体协同应对新兴技术治理挑战提供了思路。  相似文献

This study aims to show how activity theory in the socio-technical systems paradigm can assist in understanding and managing system innovation. We conceptualize socio-technical systems to address societal needs as activity systems and system innovations as transformations of such systems. Transformations result from resolving contradictions that develop due to technical and social change within and between the activities carried out by various agencies to fulfill societal needs. Along this line, the explanation of system innovations focuses on identifying emerging contradictions, resolution initiatives, and their outcomes, whereas the governance of system innovations can be carried out by interactively developing policies through successive interventions to resolve contradictions. We demonstrate the employment of activity theory to understand the transformation of the recorded music socio-technical system towards streaming, as well as to facilitate the management of the transition of the olive oil-producing sector at the regional level towards a circular economy through the adoption of innovative waste-processing technology.  相似文献

Test beds and living labs have emerged as a prominent approach to foster innovation across geographical regions and technical domains. They feed on the popular “grand societal challenges” discourse and the growing insight that adequate policy responses to these challenges will require drastic transformations of technology and society alike. Test beds and living labs represent an experimental, co-creative approach to innovation policy that aims to test, demonstrate, and advance new sociotechnical arrangements and associated modes of governance in a model environment under real-world conditions. In this paper, we develop an analytic framework for this distinctive approach to innovation. Our research draws on theories from Science and Technology Studies (STS) and Innovation Studies, as well as in-depth empirical analysis from two case studies – an urban smart energy campus and a rural renewable energy network. Our analysis reveals three characteristic frictions that test beds face: (1) the limits of controlled experimentation due to messy social responses and co-creation activity; (2) a tension between lab-like open-ended experimentation and pressures to demonstrate success; (3) the opposing needs of local socio-cultural specificity and scalability, i.e. the inherent promise of test bed outcomes being generalizable or transferrable because the tested “model society” is presumed to represent a future society at large. These tensions suggest that thinking of test beds as mere technology tests under real-world conditions is insufficient. Rather, test beds both test and re-configure society around a new set of technologies, envisioned futures, and associated modes of governance – occasionally against considerable resistance. By making social order explicitly available for experimentation, test beds tentatively stabilize new socio-technical orders on a local scale in an “as-if” mode of adoption and diffusion. Symmetric attention to the simultaneous co-production of new technical and social orders points to new opportunities and challenges for innovation governance in test-bed settings: Rather than mere enablers of technology, test beds could serve as true societal tests for the desirability of certain transformations. This will require rethinking notions of success and failure, planning with a view towards reversibility, and greater scrutiny of how power is distributed within such settings. Likewise, rather than envisioning test beds as low-regulation zones to drive innovation, they could be strategically deployed to co-develop socially desirable governance frameworks in tandem with emerging technologies in real-time.  相似文献

节水灌溉技术的社会生态效益评估是相关政策制定的重要参考依据。本文以甘肃省石羊河下游民勤县为例,基于选择实验法构建了节水灌溉技术的效益评估框架,并通过问卷设计、选择实验调研和Mixed Logit模型估计,测算了技术采用效益。结果显示,民勤县居民已经形成了一定的社会生态认知,以期通过相应的治理措施来保障区域生态环境的稳定;城镇居民平均每户愿意为当地社会生态环境的改善支付657.21元/年,高于农村居民的587.06元/年;未来10年,民勤县实施节水灌溉技术的社会生态效益总量为3.946亿元,单位播种面积的节水效益总量为7674元/hm2。此外,本文还进一步探讨了运用选择实验法量化节水灌溉技术采用效益的优势与不足,并指出了进一步研究中需要重点关注的一些问题。  相似文献

Biofuel production has recently attracted much attention. Some anticipate substantial social and environmental benefits, while at the same time expecting sound profitability for investors. Others are doubtful, envisaging large trade-offs between the pursuit of social, environmental and economic objectives, particularly in poor countries in the tropics. The paper explores these issues in Tanzania, which has been an African forerunner in the cultivation of a bio-oil shrub called Jatropha curcas L. We trace how isolated Jatropha biofuel experiments developed since early 2005 towards a sectoral production and innovation system, and we investigate to what extent that system has been capable of developing and maintaining sustainable practices and producing sustainable outcomes. The application of evolutionary innovation theory allows us to view the developments in the sector as a result of evolutionary variation and selection on the one hand, and revolutionary contestation between different coalitions of stakeholders on the other. Both these processes constitute significant engines of change. While variation and selection are driven predominantly by localised technical and agronomic learning, the conflict-driven dynamics are highly globalised and occur primarily as a result of reflexive learning about problematic sustainability impacts. The sector is found to have moved some way towards a full sectoral innovation and production system, but it is impossible to predict whether a viable sector with a strong “triple bottom line” orientation will ultimate emerge, since many issues surrounding the social, environmental and financial sustainability still remain unresolved, especially relating to local and global governance.  相似文献

A growing volume of scholarship and policy practice focuses on developing societal capacity to guide transitions of socio-technical systems toward more sustainable alternatives. Because several prominent modes of transportation are widely regarded as systemically problematic, the notion of sustainable mobility has received considerable attention from the standpoint of system innovation. Sustainability though constitutes only one of many contemporary political objectives and public commitment to goals consistent with such a future is highly equivocal. A related challenge arises from the ambivalence that sustainability champions often harbor on an individual level. It is probable that efforts to facilitate sustainable mobility will need to be reconciled with rival societal aspirations such as the pursuit of faster and more convenient forms of travel. Drawing on insights from the multi-level perspective, this article contrasts the relatively static automobility system with its more dynamic aeromobility counterpart and explores why evidence of an incipient transition is more apparent within the realm of aviation. In particular, the diffusion of “personal aeromobility” involving the use of small airplanes for on-demand, point-to-point air travel raises perplexing questions for the governance of sustainable mobility.  相似文献

Classic accounts of transitions research have predominantly built on reconstructions of historical transition processes and in-depth case studies to identify and conceptualize socio-technical change. While such approaches have substantively improved our understanding of transitions, they often suffer from methodological nationalism and a lack of generalizability beyond spatial and sectoral boundaries. To address this gap, we propose a novel methodology – socio-technical configuration analysis (STCA) – to map and measure socio-technical alignment processes across time and space. STCA provides a configurational and dynamic perspective on how social and technical elements get aligned into “configurations that work”, allowing for the identification of differentiated transition trajectories at and across spatial and sectoral contexts. The methodology's value is illustrated with the empirical case of an ongoing shift from centralized to more modular infrastructure configurations in the global water sector. Building on this illustration, we outline potential contributions of STCA to configurational theorizing in transition studies, sketching the contours of what we believe could become a generative epistemological approach for this field.  相似文献

Industrial society has not only led to high levels of wealth and welfare in the Western world, but also to increasing global ecological degradation and social inequality. The socio-technical systems that underlay contemporary societies have substantially contributed to these outcomes. This paper proposes that these socio-technical systems are an expression of a limited number of meta-rules that, for the past 250 years, have driven innovation and hence system evolution in a particular direction, thereby constituting the First Deep Transition. Meeting the cumulative social and ecological consequences of the overall direction of the First Deep Transition would require a radical change, not only in socio-technical systems but also in the meta-rules driving their evolution – the Second Deep Transition. This paper develops a new theoretical framework that aims to explain the emergence, acceleration, stabilization and directionality of Deep Transitions. It does so through the synthesis of two literatures that have attempted to explain large-scale and long-term socio-technical change: the Multi-level Perspective (MLP) on socio-technical transitions, and Techno-economic Paradigm (TEP) framework.  相似文献

农村灌溉系统作为一项重要的公共事物,对于发展农村经济和保障粮食安全至关重要。在乡村公共治理危机和农田灌溉问题日益凸显的背景下,亟需对中国农村灌溉治理水平和影响因素进行深入探究。本文从效率、公平、参与3个维度对当前农村灌溉治理水平进行评价,并在社会生态系统(SES)框架下,运用21个省区的大样本数据探索灌溉治理的影响因素。研究表明,中国农村灌溉治理效率水平与公平水平较好,而参与水平欠佳;农村灌溉治理水平受到自然条件、地理区位、家庭条件、村民自治、社会资本、灌溉技术等多方面影响;用水户协会没有显著改善灌溉治理水平;相比政府主导的情形,以民主选举实现村民委员会换届的村庄往往具有更高的灌溉治理效率和参与水平。本文从农民参与、用水户协会、村民自治3个方面提出对策建议,旨在推动村庄灌溉治理走向“善治”,助力乡村振兴战略的实施。  相似文献

村镇区域是国土空间的重要组成部分,村镇建设对破解城乡二元分割,促进城乡融合发展,调节区域人地关系具有重要意义。村镇建设主要涉及居住、产业、基础设施和生态环境等方面的内容,包含村镇生产生活的基础条件,也反映村镇发展水平和居民生活质量。本文首先分析了二战后西欧(德国和英国)与东亚(日本和韩国)主要国家村镇建设的主要类型与村镇功能演变特征,梳理了针对村镇区域居住、产业与生态环境等方面发展的主要政策、规划与法律等,探讨了村镇建设过程中的资源环境响应及其影响政府的村镇发展政策与规划实践。在此基础上,对比分析了中国快速城镇化进程中村镇建设的阶段特征、主要资源环境问题以及规划政策改革。最后,在国际比较视野下总结了中国村镇建设的特殊性,并从村镇地域系统与主导发展类型的视角,提出了改善村镇建设与资源环境协调关系,促进村镇区域可持续发展的相关建议。  相似文献

This paper addresses the important question of how research can support the implementation of the United Nations 17 sustainable development goals (SDGs) set out in the 2030 agenda. Much attention on this topic has so far coalesced around understanding and measuring possible synergies and trade-offs that emerge in the SDGs. We contribute to this discussion by arguing that it is necessary to move towards a focus on how SDGs are enabling transformative change. A conceptual approach is presented based on the notion that research should build bridges across three types of SDGs: ones that reflect socio-technical system change, directionality, and framework conditions. This proposition is explored empirically through a case study of Mexican scientific knowledge production using methods from bibliometric and social network analysis. Our results can help to provide a diagnostic of how knowledge production is contributing to the SDGs and can be used in science, technology and innovation policy, in particular transformative innovation policy.  相似文献
