Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

Abstract

Information overload is a problem that affects law librarians every workday. Information overload occurs when the receiver receives so much data that the receiver is unable to engage in higher levels of processing. Technology and cultural influences play a significant role in creating information overload. Law librarians are particularly susceptible to information overload due to the characteristics of their profession. We should care about information overload because it has lasting negative consequences for our profession. Even though information overload is a real problem with serious consequences, there are numerous ways to minimize information overload and its effects.  相似文献

Abstract

As data services gain momentum in academic libraries, liaison librarians are expected to be part of the education force for data literacy. Nonetheless, due to the broad scope of data literacy, training librarians to improve data-related skills can be challenging. This article used consultation statistics to identify tools and resources employed to solve users’ data questions. The results offered insights into users’ data needs and provided librarians with a clear direction to further develop data skills in their assigned disciplines. The methodology used in this study can be replicated at other institutions to identify needs and to direct professional development.  相似文献

Summary

Much like the role of other academic librarians, the education librarian's responsibilities are in a constant state of transition. Major factors contributing to these changes are demands being placed on teacher training programs in colleges of education, demands placed on teachers and administrators in the nation's schools, demographic shifts, globalization, declining accessibility of resources along with the digital divide, and, most of all, greater demands for accountability of student achievement at all levels of education.

The work of the education librarian has become more integrated in the creation and access of knowledge both in the library profession, and education itself. Education librarians not only have close ties to school curriculum being taught but also with the preparation of preservice teachers, students enrolled in advanced graduate studies, and the education researcher. This article will review the literature on the role of the education subject specialist in librarianship, and how that role has been changed due to a variety of reasons. Findings will be discussed from an informal survey on how education librarians perceive their roles in their institutions.  相似文献

ABSTRACT

The role of the reference librarian has changed considerably over the past thirty years. Today reference librarians spend as much time on public relations as on answering reference questions and more time solving log-in issues than on helping with research. Despite this, there is still a role for reference librarians to play using their research and curation skills. That role involves the digital humanities, particularly text encoding projects following the guidelines of the Text Encoding Initiative Consortium (TEI). One such TEI project is the Rosarium Project, which curates online popular materials about roses.  相似文献

ABSTRACT

Many librarians question the usefulness of the traditional cataloging of difficult historic sets in a time when more and more information moves either to the Internet or is digitized outright. One of the most challenging sets to catalog is the United States Congressional Serial Set, a 14,000+ (and growing) mega serial comprised of five monographic sub-series. The Congressional Serial Set is an anomaly since it is both monographic and serial in nature. This article examines the intricacies in cataloging government publications in an electronic atmosphere using one House document in the Serial Set as a guide and examines the two commercial digitization projects currently underway.1  相似文献

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

Although reference librarians today have much in common with yesterday's counterparts, their days are much more hectic. Technological advances, changes in law and society, demands from a diverse group of library users, and an increased workload make time and stress management important issues to explore. This article examines reference librarianship in the academic environment, discusses how reference librarianship has changed, and offers suggestions on coping with the stresses those changes have caused.  相似文献

ABSTRACT

A central tenet of the open data movement is that, to the extent permitted by law, data—especially data collected or produced by government agencies—should be published without restrictions on access or reuse. Proponents of open data believe that unrestricted access to raw data yields many benefits to society, including increased organizational transparency, accountability, public engagement with democratic processes, and economic growth. This article presents a case study based on one of the data sets created under the federal government's open data program, an XML version of the United States Government Manual published by the Office of the Federal Register. Working with the Government Manual data set uncovered various quality issues that presented technical barriers to data reuse, despite its compliance with open data principles of formatting and licensing. This experience raises questions about the purported link between open data and its promised benefits, which I discuss within the wider context of critiques of open data.  相似文献

Technology makes it possible for library users to ask reference questions using e-mail or forms on the web and for librarians to conduct reference interviews using chat or videoconferencing software. This article explores each of these technologies and their current and potential use in reference services. Abstract

This study examines reasons for the shortage of qualified academic librarians in China and recommends ways to position Chinese academic libraries to move into the modern era.

Interviews were conducted with 20 academic librarians in China and 20 in the United States, in one library in each country, to collect data for a comparative study. This paper compares Chinese and US academic librarianship in terms of reasons for entering this profession, academic education in library and information science, and requirements for knowledge and information skills.

Chinese librarianship faces great challenges in the recruitment and education of librarians and with the library system itself. It is time for the government, university officials, libraries and society as a whole to learn to promote librarianship and build a powerful librarian workforce, to meet the needs of China's social and economic development.  相似文献

Abstract

Librarians gather data on multiple aspects of their work. Much of the data collection revolves around the library’s resources, but what may be passed over during this data collection is information on how librarians are expending their time and effort. A group of librarians from a community hospital system designed a Microsoft Access database to collect such data and has been recording librarians’ efforts for more than three years. The librarians use the data in annual reports and can track trends to evaluate service priorities and maximize effective use of the librarians’ time.  相似文献

Fulfilling the “promise inherent in the student workforce” (Burrows 1995, 85) must be a collaborative effort involving the Library administration, Circulation staff, Reference librarians, and the students themselves. Advances in library technologies have dramatically changed the way that libraries do business. Just as access to Internet resources has widened the sphere of the Reference librarian, automation has expanded the role of the Circulation desk assistant in filling the information needs of library users. Archivists working in repositories that contain local government records play an integral role within the local community. Unlike their colleagues in state, regional, or national repositories, the local government archivist concentrates on a small geographic region and demonstrates knowledge of the politics, history, and socio-economics of the region. More importantly, they understand how municipal and county government operates. ABSTRACT

While some Canadian universities have a long history in the provision of data services, that was not the norm in Canada, especially in small universities and colleges. To maximize the use of data by students and researchers in academia, it was evident that increased education, resources, and tools were required to support those delivering data services on their campuses. To this end, the Data Liberation Initiative (DLI) Survival Guide was designed as a comprehensive reference tool, which complements an established regional training curriculum, whereby enabling librarians to effectively fulfill their role as a DLI Contact in their academic institutions. This case study will examine the history, current state, and recommended future direction of the Survival Guide. This article will also examine the challenges in understanding the drivers shaping academic service delivery and the ways in which the guide has evolved to remain current to the needs of the Canadian data community.  相似文献

How do they solve problems innovatively and contribute to the library's efforts to deliver digital information? First and foremost, ER librarians need a firm understanding of the libraries in which they work and what innovations or adaptations are appropriate. [目的/意义] 政府数据开放共享已纳入国家大数据战略。本文旨在针对国家大数据战略,提出我国政府数据开放共享的政策体系。[方法/过程] 采用循证政策研究方法,构建我国政府数据开放共享的政策体系。[结果/结论] 我国政府数据开放共享的政策体系分为基础设施层、数据管理层和政府治理层三个层次。基础设施层包括数据及其元数据政策、IT技术政策(包括社交媒体政策)、数据中心政策、数据平台标准指南、具备互操作性的系统政策、数据存储仓库规范等;数据管理层有数据创建与汇集政策、数据处理政策、数据归档与保存政策、数据开放和共享政策、数据获取与利用政策;政府治理层由数据安全政策、数据权益政策、公众参与政策、数据能力政策、组织支持政策、资金投入政策等构成。该体系为政府数据开放共享提供了政策框架,为后续政策的深入研究提供了方向。  相似文献

Advances in technology create dramatic changes within libraries. The complex issues surrounding this new electronic, end-user environment have major ramifications and require expert knowledge. Electronic services librarians and electronic resources librarians are two specialized titles that have recently emerged within the field of librarian-ship to fill this niche.
