This paper describes use of the Ohio College Library Center (OCLC) on-line union calolog and its check-in subsystem in a pilot project centering on the United States documents collection in a large university library. The project extended from the fall of 1974 through July 1976. In August 1976 it became apparent that the process and its product were no longer "experimental" or a "project" but had become part of the library's normal operation, accepted by staff and by users. Activities covered are destined to evolve with expanding capabilities of OCLC, and will certainly be dependent upon the new MARC format, Monthly Catalog. Nevertheless, at this time, a large, viable collection of depository and nondepository items, many timely, are processed and on the shelf, available immediately through the public service terminals by entry and title, and are used by patrons with no access to card files relating to these materials.  相似文献

It is estimated that the majority of federal information is born digital. To that end, the U.S. Government Printing Office is transforming into a 21st century electronic information agency. As part of this effort, the Federal Depository Library Program (FDLP) has been investigating new options for the dissemination of Federal information that incorporate digitization, preservation, electronic metadata, and information retrieval. The FDLP's efforts to find new solutions will improve acquisitions, information access, and collection development for depository libraries. This article describes just a few of the initiatives GPO has undertaken to increase access to electronic U.S. Government information.  相似文献

During the 1990s the Federal Depository Library Program (FDLP) has undergone a transition from collections comprised exclusively of tangible print on paper or fiche publications to a mix of print and electronic materials. This article examines the impact of this transition on depository library operations—both collections and services—at the turn of the millennium. The discussion of reference service on depository materials is considered within the context of G. K. Zipf’s law, that is, people will tend to seek the path of least effort in gathering information. Given this tendency, the extensive use of the Web to deliver electronic depository materials redirects depository library users away from depository shelves to Web workstations, and leads depository librarians to build Web pages to direct their patrons. The conclusion is that for depository libraries the new collection mix poses a management paradox—the FDLP receives thousands of tangible documents each year, yet it must maintain new services for patrons turning increasingly to Web-based resources.  相似文献

Abstract

In February 2002, members of Saint Anselm College Geisel Library's Cataloging Unit started a project to retrospectively catalog the Library's small, but diverse, collection of cartographic materials. The Cataloging Unit of Geisel's Technical Services Department is comprised of two full-time catalogers plus one half-time cataloger. The Library's Government Documents Department (Geisel is a selective, 15% depository), where much of these materials are housed, does not have a dedicated cataloging staff. The collection of approximately 950 titles included topographic series maps, topographic/bathymetric maps (367), CIA country study maps (480), remote sensing image maps (20), hanging wall maps (6), globes (3), political ward maps (40), atlases (21), and monographic maps from the late 19th and early 20th centuries (10).

This article describes the planning, requirements and challenges faced by a Baccalaureate College Liberal Arts library performing an inhouse retrospective cataloging project of cartographic materials.  相似文献

There is a trend among academic libraries to increase collaboration between interlibrary loan and collection development to improve patron access to materials and build library collections. Instead of borrowing returnable materials, interlibrary loan may initiate purchases that will become part of the library's collection. This can mean anything from an organizational change combining interlibrary loan with the acquisitions unit or creating new workflows to facilitate purchasing. At the University of North Texas Libraries, the Interlibrary Loan office is a unit of the Access Services Department. Buying instead of borrowing for the ILL unit began with a Demand Driven Acquisitions (DDA) program and has expanded with the establishment of the University of North Texas Libraries' access-based collection development policy. Interlibrary Loan provides “Just-In-Time” (JIT) access to materials not available through regular interlibrary loan sources and adds relevant materials to the Libraries' collections.  相似文献

Beginning with the Medical Sciences Library, a new and more liberal policy regarding food in the library was adopted by the Sterling C. Evans Library. Electronic information formats such as optical media or multi-media used in colleges and universities present challenges for academic library policy makers. Some policy areas that should be considered for electronic and interactive formats are familiar and some are new. This paper describes areas of policy and decision points for services involving new and emerging formats such as hypermedia, interactive multi-media and full-text electronic files. Topics include: planning, staffing, collection development, security, access and services. Five Colleges, Inc. was established in 1965 by Amherst, Hampshire, Mount Holyoke, and Smith Colleges and the University of Massachusetts at Amherst, with the purpose of serving as a separate legal entity under whose aegis cooperation and common ownership could take place. In the early 1990s, Amherst College became the first of the Five College Libraries to find that its library's shelving was almost filled and that it was necessary to begin planning a library addition. The Amherst Board of Trustees sought a solution to the problem that would be less expensive than building an addition or new facility and settled on purchase and conversion of a former Strategic Air Command bunker near the Amherst Campus into a repository. Over time, the notion of creating an interinstitutional depository was embraced by the presidents of the five colleges. Obstacles arising from dissimilarities among the five institutions were considered and overcome. Eventually, the four colleges determined that they were willing to relinquish ownership of items they sent to the depository. The Five College Library Depository was the eventual product of this Amherst effort. This paper discusses the development of this depository and considers regional needs for preservation of print materials.  相似文献

This paper seeks to explore the relationship between a new language policy in South Africa and collection development practice and policy, particularly in public libraries. It provides background to the national language debate and refers to publishing patterns and their effects on libraries' acquisition practices. This section presents techniques, practices and specific strategies by which documents collections can be made more effective. It also highlights individual documents collections and addresses issues pertinent to forthcoming government policies and regulations.Many law libraries have become selective depository libraries under provision of Public Law 95–261 passed on April 17, 1978. The Law Library at Southern Illinois University is one such selective depository library. The decision about whether to integrate or separate documents is usually based on the local situation, and the decision of this library to integrate depository documents into the collection was made after reviewing local library factors. This article describes the practices of managing an integrated documents collection including technical processing of paper and microfiche documents, collection development and maintenance, and reference service.  相似文献

How do the librarians in the Federal Depository Library Program (FDLP) plan to perform a role in the electronic environment? Depository librarians must meet the challenge of changing how they think about government information libraries and their mission in order to provide citizen access services in an electronic environment. The new mission is to connect the user with information at the time of need, to instruct citizens in gaining access to government information, and to develop networking applications and programs that will help to put valuable content in the information infrastructure. If the FDLP and depository libraries are to prepare to perform that role, librarians need to take stock of their technological environment, deal with the political realities, and be critical of FDLP ideals that have taken on mythological proportions. A framework for the future of the FDLP can be built if depository librarians take advantage of the new communication technology. Depository librarians can use this technology to develop partnerships and networks of depository libraries, government agencies, commercial publishers, organizations of information professionals, and citizens. In turn, depository librarians could form the virtual associations needed to develop new dissemination programs; create user interface software; consolidate lobbying efforts to develop a nationwide electronic information policy; and provide community information networks with national links. Finally, communications technology could enable depository librarians to form a consortium of depository libraries to manage a government information dissemination library program.  相似文献

Since President Reagan's April 1981 moratorium on new government publications and audiovisual products, the restrictions this administration has imposed on executive agency data collection and publishing activities have provoked considerable controversy both in Congress and in the media. This article attempts to characterize the impact on libraries of the restrictions. An examination of the Office of Management and Budget's List of Government Publications Terminated and Consolidated by Agency as compared with depository distribution patterns, agency publication policies established by the President's Task Force on Management Reform, and reductions in data collection activities directed by the Office of Information and Regulatory Affairs are reported. A pattern of neglect in federal information collection and dissemination is shown to increase libraries' dependence on private sector publishing of government information, and to reduce the availability and comparability of certain federal statistical documentation collected by libraries.  相似文献

A number of articles have been written in the past several years that provide practical advice for librarians new to collection development, particularly in terms of understanding terminology, learning collection development processes, and gaining familiarity with one's library and institution. This article furthers this discussion, but with attention to working in collection development within the OhioLINK consortial environment. In order to thrive in this environment, new bibliographers are benefited by becoming familiar with and using data such as usage statistics, consortium reports, and peer institution statistics to develop and expand collections in one's assigned disciplines. Attention is also given to creating subject collection statements, faculty networking, and colleague assistance. The writer, himself relatively new to collection development, provides insights and perspectives on these matters, chiefly applicable to others new to collection development.  相似文献

The unique three-way partnership formed by the University of Illinois at Chicago’s federal depository library, the U.S. State Department, and the Government Printing Office (GPO) to deliver and preserve foreign policy information through servers housed at the University’s library offers some critical insights into the assumptions and policies of the GPO’s Federal Depository Library Program. Ultimately, the Internet’s explosive growth, combined with powerful graphical interfaces of the major Web browsers, undermines several recently enacted laws that attempt to standardize (or centralize) effective information resource management within the federal government. Not only has GPO steadily lost political and economic support over the last decade from both legislative and executive leaders for its production and distribution programs, many agencies now consider their “.gov Webspaces” the natural successors to the GPO and its depository library program. As a result, a new model of government information distribution is being forged within the highly decentralized and interactive environment of the World Wide Web.  相似文献

Previous Possessions, New Obligations was launched by Museums Australia Inc. in 1993, the International Year for the World's Indigenous People, as a policy framework to guide the development of relationships between museums in Australia and Indigenous Australians. The policy was based on consultation with Indigenous people to develop protocols, policies and procedures for more sensitive collection management and for including Indigenous people in research and public programs; and to address issues of governance. It expressed the values that would underpin new relationships between museums in Australia and Indigenous Australians. An evaluation of the policy was conducted in 2000 in a collaboration between the Australian Museum Audience Research Centre, Sydney, and Museums Australia Inc., Canberra. The evaluation found that the policy had substantially met its goals, particularly in establishing the primary rights of Indigenous people to control their cultural material in museum collections. However, a range of substantially new issues emerged which require new policy responses and initiatives.  相似文献

This article describes the new role of academic libraries in higher education and shows how it has changed collection development objectives to serve a nontraditional constituency not served in the past. This is illustrated, in part, by Kent State University Library's review and selection of language-learning software, motivated by the university's strategic initiatives for globalization. It demonstrates a new trend to purchase resources that support administrative agendas and non-teaching programs, and the impact this has on how libraries frame collection development policies and allocate dollars for library content.
